About:

The San Francisco Municipal Transportation Agency (SFMTA) is the department of the City and County of San Francisco responsible for the management of all ground transportation in the City. The SFMTA has oversight over the Municipal Railway (Muni) public transit, as well as bicycling, paratransit, parking, traffic, walking, and taxis.

POSITION DESCRIPTION:

 

The San Francisco Municipal Transportation Agency (SFMTA) oversees all transportation modes for the City and County of San Francisco, including the San Francisco Municipal Railway (Muni), bicycling, walking, on-street and off-street parking management, and taxis.

Under the direction of the SFMTA Director of Parking, the Manager of Contracts and Related Services oversees Parking capital improvement programs, administers the Off-Street contracts, and On-Street parking services contracts including meters, towing, Pay by Phone, coin collection and MOUs for work order services provided by various city departments. This position is responsible for development and issuance of Request for Proposals that deliver services fulfilling the mission and goals of the SFMTA and includes highly complex and politically charged Request for Proposals that provide key services to multiple divisions within SFMTA with other city departments and other county agencies. This position oversees and guides a team performing analyses of the division's informational, accounting, and operational needs to ensure professional services contracts are developed to provide a high level of service to the public efficiently, utilizing technology to enhance services while ensuring sustainability of SFMTA’s functions. The responsibilities include performing complex contract negotiations, daily contract monitoring, evaluating effective and efficient delivery of services, and ensuring payment of invoices totaling $200M annually. This involves actively soliciting vendor involvement, strategic planning, and coordinating and negotiating with other city departments, multiple outside agencies, and the public.

 

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:

  • Provide oversight for On and Off-Street Parking Services, and advertising contracts, including negotiations, prioritization of contract projects, credit card compliance, identifying areas for future growth within contract parameters.
  • Administer agency-wide MOUs and contracts for work order services with other city agencies and similar agreements with other organizations (e.g., RPD, Port) including periodic amendments and negotiations.
  • Prepare and submit Off-Street operating budget and capital budgets bi-annually.
  • Supervise three managers and seven analysts, and approximately 200 contracted employees responsible to carry out contract deliverables.
  • Perform numerous ad hoc assignments and analyses for the SFMTA Executive Team and Streets Management.
  • Establish, review, and modify Request for Proposals (RFPs), contract and extension drafts to ensure SFMTA goals are met, and the needs of the public are addressed.
  • Present draft contracts, RFPs, and policy initiatives to governing bodies including the SFMTA Board of Directors and the Board of Supervisors, and respond to inquiries from the Budget Analyst, Controller’s office, and City Attorney's office.
  • Oversee and ensure the SFMTA complies with the Payment Card Industry Data Security Standard and provide agency risk reduction management.
  • Oversee and administer the tow contract (approximately $150M) to ensure efficient operations and effective management of real estate and associated resources.
  • Identify emerging technologies that will enhance contracts functioning and the public’s interface to maximize the effective use and revenue opportunities for the SFMTA.
  • Provide financial advisory and trend analysis services for Off-Street garages and surface lots, On-Street contracts including garages, tow contract, Pay by Phone, and coin collection, and parking capital improvement projects and programs.
  • Manage the agency’s non-revenue fleet car share program.

How to qualify

MINIMUM QUALIFICATIONS:

  1. Possession of a baccalaureate degree from an accredited university or college; AND
  2. Nine (9) years of professional level experience responsible for drafting, negotiating, and monitoring contracts, including five (5) years of managerial experience over professional staff managing programs and projects.

Substitution:

Applicants may substitute up to 4 years of the desired education with additional qualifying experience responsible for drafting, negotiating, and monitoring contracts. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Note: One (1) year full-time employment is equivalent to 2000 hours.

 

DESIRABLE QUALIFICATIONS:

  • The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.
  • Ability to communicate with and convene stakeholders to build consensus in a challenging political environment.
  • Demonstrated effective communication skills in resume and cover letter.
  • Experience with labor unions.
  • Strong leadership and team building skills, such as the ability to mentor staff, build employee morale and develop staff from diverse racial/ethnic and gender identity backgrounds.
  • Knowledge of long-range financial planning and ability to develop financial models and related assumptions.
  • Knowledge of Off-Street parking operations and budgets in excess of $50M.
  • Ability to manage multiple complex projects simultaneously, determine priorities aligned with those of the organization, and work independently. Manage, direct and evaluate staff and contractors performing their work.
  • Knowledge of governmental fund budgeting and accounting including inter fund transfers, overhead calculations, appropriations, and expenditure control levels.
  • Ability to identify problems, formulate and implement effective solutions to complex issues and problems. Develop, establish, and implement goals, objectives and policies and procedures.
  • Ability to establish and maintain working and effective relationships with governmental officials, SFMTA staff and members of other departments, board commissions and other county agencies.
  • Effectively prepare comprehensive reports and represent the department before commissions, boards and in public meetings and hearings.
  • Knowledge of racial equity and diversity in the workplace.
  • Demonstrated experience in contracts negotiation and presentations to a variety of audiences.
