About the Department of Elections  

The mission of the Department of Elections (Department) is to provide equitable access to voting and election-related services and to conduct free, fair, and functional elections for the City and County of San Francisco.

Serving more than half a million registered voters, the Department maintains open and transparent operations in order to inspire public confidence in the integrity of San Francisco’s elections. Role description

The Department is seeking applications for a Voter Outreach and Community Engagement Manager position. The person in this position will maintain a comprehensive voter outreach and education program, one designed to encourage voter participation and inform the public about registration and voting processes.

The person in this position will also develop creative ways to disseminate election information to the general public as well as to members of vulnerable or hard-to-reach populations including: a) seniors and people with disabilities, b) people whose primary language is not English, c) unhoused or housing insecure individuals, and d) individuals involved in the criminal justice system.

More specifically, the Voter Outreach and Community Engagement Manager will be responsible for: 

·       Designing and implementing, in collaboration with the Director and Deputy Director, overarching strategies for the Department’s voter education and outreach work. 

·       Developing a multifaceted and innovative citywide voter education and outreach program for residents of diverse backgrounds to encourage voter participation.

·       Strengthening the Department’s relationship with community partners through attendance at community events and meetings, group presentations, and one-on-one meetings.

·       Developing and executing outreach campaigns on social media, radio, television, newspaper, and other media, working with representatives from both English and non-English media.

·       Establishing benchmarks to measure the effectiveness of voter education and outreach programs, collecting feedback, and analyzing data to shape future education strategies.

·       Creating print and digital voter outreach and education materials for direct distribution at events, via community partners, and through various pages on the Department’s website.

·       Hiring, training, and supervising the several temporary outreach coordinators who will join the Department’s Outreach Division approximately four months before each election.

·       Performing related duties as assigned.

Position Salary: $42.0125 to $51.0500 per hour

How to qualify

Minimum Qualifications

Possession of a Baccalaureate Degree from an accredited college or university with major coursework in public or business administration, accounting, finance, economics, social sciences, education or related fields, or other subject areas closely related to a specific departmental program or function; AND One (1) year full-time equivalent experience performing professional-level management and/or administrative duties in functional areas such as: program/office/operations management, budget development and/or administration, development and administration of contractual agreements and/or grants, or other closely related functional areas.

Substitution: Applicants may substitute up to 2 years of required education with additional qualifying experience in program/office/operations management, budget development and/or administration, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Position Qualifications

A suitable candidate for this position will have a strong work ethic, a high level of integrity, and a deep commitment to equity and inclusion, as well as a work history that demonstrates excellent management skills, an ability to interact well with community groups, outside agencies, and members of the public. This person will also be able to present complex information in a clear and engaging manner to a variety of audiences and to draft professional written correspondence. In addition, the ideal candidate will have community outreach experience and be familiar with San Francisco neighborhoods. Substantial travel to outreach events throughout San Francisco will be required.

·       Demonstrated commitment to voting rights for underrepresented persons.

·       Excellent communication skills; oral, written, and through social media platforms.

·       Experience providing training and developing effective educational materials.
