DCYF supports children and youth in all of San Francisco's neighborhoods and districts as a grant-making entity to community-based organizations, which requires data gathering and analysis to inform strategic funding. The primary areas of DCYF funding are Early Care and Education; Out of School Time; Educational Supports; Enrichment, Leadership and Skill Building; Justice Services; Youth Workforce Development, Mentorship; Emotional Well-Being and Family Empowerment. While DCYF traditionally follows a 5-year funding cycle, due to the pandemic, the Community Needs Assessment (CNA) process is postponed by a year. Additionally, DCYF is engaged in COVID Rapid & Sustained Response efforts including but not limited to the Community Hubs Initiative (CHI). This short-term project is designed to assess, measure, and inform DCYF’s investments during the pandemic to ensure equitable and holistic services, offering avenues to enhance learning, while simultaneously creating healthy family and community environments to support individual growth despite the pandemic-induced harms to San Francisco’s children, youth and their families. Role description
Under the general supervision of the Funding Team Managers, this position serves as Senior Program Specialist in the Department of Children, Youth and Their Families (DCYF). The Senior Program Specialist performs duties requiring a high degree of independent judgment on the tasks of developing and managing grant agreements and monitoring assigned grants for programmatic quality and compliance with funding requirements in the Service Areas of Out of School Time (OST), Educational Supports, Justice Services, Enrichment, Leadership and Skill Building (ELS), Youth Workforce Development (YWD), and other child and youth support services. The Senior Program Specialist also supports the department’s planning activities mandated by Proposition C, the Children and Families First Initiative.
Essential Job Duties and Responsibilities:
1.Serve as primary point of contact for grantees, negotiate work plans, ensuring that activities, projected participants, and budget allocations reflect request for funding proposal requirements and department policies.
2.Participate in decision making processes by reading and scoring proposals, discussing potential funding decisions, and providing critical information about program and agency capacity, performance, and experience.
3.Review, approve and process invoices within 5 business days of receipt. Ensure expenditures are in-line with the work plan budget. Follow up with grantees on any identified program challenges or performance problems. Communicate any ongoing issues or challenges with manager and ensure grantees are regularly entering required data.
4.Conduct Youth Program Quality Assessment (YPQA) visits which includes conducting the Coordinator Interview, providing an Overall Summary report to Grantees, and reviewing the Program Improvement Plans (PIP) goals to ensure they are Specific, Measurable, Achievable. Relevant and Time-Bound (SMART) Goals. Support grantees with the YPQA process which includes the completion of their internal assessments, attendance to a Planning with Data meeting and completion of their PIP goals
5.Provide critical thinking and analysis for large departmental initiatives and special projects including Young Adult Court and Community Assessment & Resource Center.
How to qualify
1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
2.Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR
3.Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
4.Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.
SUBSTITUTION: Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
Special Conditions: Candidates must possess the two (2) special conditions listed below. This experience can be gained concurrently.
1. Two (24 months or more) years of professional experience performing programmatic assessment of children and youth programs. AND
2. Six (6) months of experience in community development in area of children, youth, and families that includes experience with the development, implementation, monitoring, and support of programs and services that focus on strengthening families; early care and education; prevention and early intervention; health and well-being; nutrition education and development; youth workforce development and empowerment; out of school time; behavioral health services; transitional age youth services; violence prevention and intervention; and community building with a focus on children, youth, and their families.
The above minimum qualifications reflect 2 special conditions associated with the position to be filled. They may differ from the standard minimum qualifications associated with this classification.

Verification of the two (2) special conditions will be required at the time of hire.
One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week).

1. Experience working with diverse stakeholders; knowledge of or experience implementing juvenile and or criminal justice system reforms
2. Experience working with school age youth and or youth transitional ages young adults age 18-24.
3. Working knowledge of San Francisco community-based organizations and or familiarity working in large urban communities

This MQSQ is designed to obtain specific information regarding an applicant’s experience in relation to the Minimum Qualifications for this position as required for the minimum qualifications review. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Candidates who send in a completed MQSQ by the provided deadline, and meet the minimum qualifications will be invited to participate in the 9774 Supplemental Questionnaire Evaluation.
Supplemental Questionnaire Evaluation (Weight: 100%) - Candidates who meet the Minimum Qualifications, and complete and submit the Minimum Qualification Supplemental Questionnaire, will be e-mailed a Supplemental Questionnaire with 4 essay questions. It is designed to measure the knowledge, skills and abilities required for this 9774 position. All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process. Candidates must complete the Supplemental Questionnaire and it must be submitted by the provided deadline. Once submitted, applicant responses on the Supplemental Questionnaire cannot be changed.
A passing score on the Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Score Report / Eligible List. Candidates will be placed on the Score Report / Eligible List in rank order according to their final score.

Certification - The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores. The hiring department may conduct additional selection processes prior to making final hiring decisions.
Eligible List - A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be 12 months, and may be extended with the approval of the Human Resources Director.
Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
