Systems Division of the Controller’s Office:
The Systems Division of the Controller’s Office manages the City and County of San Francisco’s Enterprise Oracle and PeopleSoft Applications, which include Oracle Interaction Hub, PeopleSoft Human Capital Management (HCM), PeopleSoft Financials and Supply Chain Management (FSCM), PeopleSoft Enterprise Learning Management (ELM), and Oracle Business Intelligence. These applications are branded locally as our SF Employee Portal, SF People & Pay, SF Financials, SF Procurement, SF Learning, and SF Reports and Analytics systems. Collectively, these applications provide a robust, integrated platform that delivers mission-critical services to 55 City Departments, eliminating the need for hundreds of independent legacy systems and customized applications. The division serves over 35,000 active City employees, 75,000 retirees and 25,000 City vendors (bidders and suppliers). Peripheral and legacy applications also leveraged by the division include Oracle Identify & Access Management, Sherpa Budget Formulation & Management, Phire Architect, Control-M, and FreshWorks. The technology implemented and maintained by the Systems Division provides standardization, transparency, and efficiency for the City’s crucial business processes. Users are fully supported to ensure adoption of these interconnected functionalities.

The Project Management Office (PMO) team provides project management and software development tools, solutions and services to our business partners so they can work faster and better. Role description
The Project Management Office (PMO) Analyst is a hybrid of Project Manager and Governance Analyst roles. The Analyst reports to the Systems Division’s Program & Project Management Manager and will be responsible for supporting the Division’s project management, under supervision of the Principal Business Analyst. This Analyst will support the Division’s roadmap of PMO strategies & initiatives and formulate viable recommendations to improve business operations and project management methodologies.
Responsibilities
- Manage small and medium size projects from initiation to roll-out.
- Assist Principal Business Analyst(s) with complex and large size projects.
- Conduct project initiation, phase gate, and deliverables reviews, and facilitate regular project status reporting.
- Review and update current processes, templates and procedures, to incorporate leading practices and adapt to changing business requirements.
- Implement industry standard data governance practices.
- Coach, mentor and assist team members to establish a consistent level of quality, accuracy, and compliance with departmental standards and internal controls.
- Prepare and present performance, project, and executive reports.
- Ensure the effective maintenance of PMO applications, ensuring system administration, training, support, and reporting for users.
- Build and foster positive relationships with internal and external business partners.
- Be a change agent by leading and championing change management and transformation efforts.
- Gather requirements from appropriate process owners, write clear and detailed functional specifications, prioritize features, and drive technical scoping as needed.
- Drive continuous process improvement by collaborating with stakeholders on design of new solutions that enhance business performance and achieve established goals.
- Develop repeatable processes for Systems Division project management approaches.
- Developing, documenting and testing security roles and permissions.
- Review functional designs and test documentation to ensure they adhere to best practices, meet user needs, and are viable solutions from a technical perspective.
- Document and executes testing requirements and test plans.
- Conducting trainings for end users.
- Identifying, managing, escalating, and resolving issues and risks.
- Troubleshoot and resolve production support issues.
- Mentor and develop new functional business analysts.
- Performs other duties as assigned.
A Successful Candidate Will…
Operate effectively with teams and executive management and be comfortable with supporting the leading, negotiating and influencing of initiatives. The candidate must have strong planning and organizational skills, good understanding of project management, information technology service management, data governance, and reporting methodologies and best practices. To effectively support our stakeholder’s business objectives and projects, the candidate should have a good understanding of the functional business areas supported by the Systems Division – City Finance, Accounting, Procurement, Budget, Human Resources, Benefits, Payroll, and Learning –and exceptional collaboration and communication skills.
The candidate is strategic and sees the big picture while also being tactical managing the details, understand interdependencies and constraints between systems and processes, and able to drive a project from start-to-finish. Strong oral and written communication skills are crucial, as well as ability to think clearly, analyze quantitatively, problem-solve, scope business requirements, and prioritize.
Impact of Results:
The System’s Division’s PMO governance framework is improved and more utilized, resulting in more successful project implementations, increased standardization of project delivery across business lines, and a more organized portfolio approach to project intake and prioritization to ensure System initiatives are well understood, prioritized, and executed.

How to qualify
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.
Education: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely related field].
Experience: Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
Desirable Qualifications:
- Experienced with Microsoft Project (Desktop or Online version).
- Experienced with RAPID decision making.
- Experience in managing cross-functional initiatives through influence versus direct management.
- Experience managing accounting / finance process improvement and/or technology projects with aggressive schedules.
- PMP, Scrum, Lean or similar credential.
- Knowledge and experience with project management, functional, technical, or operational support of Oracle Interaction Hub, PeopleSoft Human Capital Management (HCM), PeopleSoft Financials and Supply Chain Management (FSCM), PeopleSoft Enterprise Learning Management (ELM), or Oracle Business Intelligence.
- Knowledge of IT service delivery methodologies, such as ITIL, for mid to large scale organization.
- Experience with setting performance standards, creating policies and procedures, and managing the work environment for professional level staff.
- Excellent communication skills.
- Advanced SQL skills.
- ERP system design and support knowledge.

- Professional IS Business Analyst work experience in the Public Sector (Government or Nonprofit).
- Experience using PeopleSoft Query, Oracle SQL Developer, or other SQL development tools to report and analyze structured data.
