The Department of Public Health is accepting applications for a Behavioral Health Services Director of Pharmacy (0933, Manager V).

Role description

Under general administrative direction, the Behavioral Health Services (BHS) Pharmacy Director (0933 Manager V) directs, manages, and coordinates the total operation of the Pharmacy Department for Behavioral Health Services, including all pharmaceutical services personnel, purchasing, organization, and administrative operations. The BHS Pharmacy Director directs the work of the department's employees, develops, and enforces personnel policies and procedures in accordance with departmental guidelines and Civil Service requirements, prepares the annual budget estimates, reviews financial reports, investigates revenue and expense variances, participates in the analysis of purchasing contracts for award and makes recommendations for the approval. The BHS Pharmacy Director administers, formulates, and revises departmental policies and procedures concerning pharmaceutical services and ensures compliance with applicable external agency regulations, such as the California Department of Public Health, California State Board of Pharmacy, and pertinent collective bargaining units. The position develops, implements, and evaluates programs, policies, and procedures for pharmaceutical services in compliance with DPH goals and resources, federal and state legislation and standards established by regulatory bodies as appropriate and initiates and administers the planning and integration of medication related services. The incumbent will represent the Department of Pharmaceutical Services before various committees, groups and agencies involved with medication related issues. We seek a highly skilled manager who demonstrates a welcoming attitude toward all customers and positive and compassionate interactions with BHS clients and a proven track record of interacting effectively and constructively with staff, interdepartmental coworkers, and Supervisor(s).

ESSENTIAL DUTIES:
The Behavioral Health Services (BHS) Director of Pharmacy (0933 Manager V) performs the following essential functions:

  1. Provides necessary vision and leadership to effectively motivate and direct the Department of Pharmaceutical Services in developing and achieving goals and objectives that are congruous with the values, mission and strategic plan of the hospitals and the Department of Public Health.
  2. Develops, manages, and monitors budgets for pharmaceutical services provided by the San Francisco Health Network. Directs all inpatient pharmaceutical services personnel and administrative operations. 
  3. Provides oversight and guidance for management of human resources.
  4. Develops, evaluates, and proposes clinical pharmacy programs to enhance pharmaceutical care to BHS patients.  Represents BHS Pharmacy to SFHN, staff, public, governing bodies, and others.
  5. Integrates pharmaceutical services, standards, and quality improvement practices throughout BHS.
  6. Represents BHS Pharmaceutical Services to patients, DPH and SFHN staff, public, governing bodies, and others.

The BHS Pharmacy Director (0933 Manager V) performs other duties as assigned or required.

How to qualify

REQUIRED MINIMUM QUALIFICATIONS (all candidates must verify that they meet all three elements below—professional license, experience, and supervision of Pharmacists):

1.   LICENSE: Possession of a valid, current, unrestricted license as a Registered Pharmacist (RPh) issued by the California State Board of Pharmacy;

2.   EXPERIENCE: Five (5) years of verifiable professional experience as a pharmacist which must include three (3) years of experience supervising Pharmacists.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

DESIRED QUALIFICATIONS
The stated desired qualifications listed below may be used to identify job finalists at the end of the selection process after candidates are referred for selection:

  • Possession of a doctorate in Pharmacy (Pharm.D.) from an accredited college or university
  • Excellent verbal and written communication skills
  • Subject matter expert regarding California Pharmacy Law, California Department of Public Health Title 22, and the Health Care Financing Administration (HCFA), and Drug Enforcement Agency (DEA) regulations and Joint Commission standards
  • Ability to use relevant computer programs, including familiarity with pharmacy automation and technology
  • Experience with Lean management principles
  • Strong customer service orientation

SELECTION PROCEDURES

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Applicants will be required to complete a Minimum Qualification Supplemental Questionnaire by email after your submit your application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information identifying their education, experience, and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Management Test Battery (Weight: 100%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to:  Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. Please note: this examination is only held in San Francisco. A passing score must be achieved on the Management Test Battery in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your retest score would become your official score since it is the most recent.  

Eligible List/Score Report: 
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Program Director. The list will be used to fill current and future vacancies within the next six (6) months.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing. Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.  

Medical Examination/Drug Testing:
Prior to appointment, at the Department's expense, applicants may be required to take a tuberculosis (TB) screening test, a medical examination and/or drug test.
