MOHCD’s Homeownership and Below Market Rate (HBMR) Programs division focuses on creating homeownership programs and funding assistance that create affordable and sustainable homeownership options in a high-cost city.  We are recognized nationally for our ground-breaking work to implement inclusionary housing policies; provide down payment assistance; steward an extensive portfolio of affordable single-family homes; and expand that portfolio by advancing new homeownership and inclusionary housing programs.

Role description

The Position

The Director of Homeownership Programs will lead the Homeownership and Below Market Rate program policies, strategies, and practice for all MOHCD homeownership programs.

MOHCD has approximately 4000 homeownership units both market rate and below market rate, in its portfolio. In fiscal year 2021-22 MOHCD’s Homeownership Programs created over 300 new low to middle income homeowners; processed over 1800 applications for homeownership opportunities; conducted over 80 affordable housing lotteries; monitored 1600 homeowners for program compliance; provided loan servicing activities for 500 homeowners; trained 125 mortgage and real estate professionals on affordable homeownership; and disbursed $18 million in down payment assistance funds. In addition, the Homeownership team created two new programs that specifically address disparities in sustainable homeownership opportunities in San Francisco’s African American communities.

The Homeownership team of twelve currently consists of:

Three Senior Homeownership Managers

1.      Inclusionary Program: responsible for implementation of Planning Code and development agreements and other programs and policies that create new and recycled homeownership opportunities.

2.      Compliance Manager: responsible for data, loan servicing, homeowner support programs and portfolio monitoring and management.

3.      Lending and Homeownership Promotion Programs: training, policy analysis, essential partner (mortgage and real estate) relationships

  • Four Project Managers each responsible for specific aspects of homeownership program delivery such as home repair lending, emergency mortgage assistance, loan servicing, loan closing, local, state and federal law compliance, single family home real estate transactions and executing other transactional work to preserve MOHCD’s existing homeownership investments.
  • Three Homeownership Program Specialists responsible for partner relationships and determining program eligibility for multiple programs and underwriting approximately 300 single family home transactions per year.
  • Two Program Coordinators processing homebuyer applications and providing direct assistance to applicants and mortgage lender partners.  

The HBMR Director of Homeownership works closely with the Director of Rental Programs as well as the Inclusionary Policy Program Manager to implement all City sponsored homeownership projects.  These can be created through development agreements with various City departments as well as units located within larger market rate projects that are restricted as affordable to satisfy the Inclusionary Housing Program requirements of San Francisco’s Planning Code.

POSITION DESCRIPTION 

The Director of Homeownership is a new position and will report to MOHCD’s Deputy Director for Homeownership and Below Market Rate programs.

Led by the Director, the Homeownership team is responsible for creating sustainable homeownership opportunities for the City’s low to middle income households through the purchase of either a below market rate home or market rate home.  Currently the team provides 10 different down payment assistance loan programs in addition to a robust pipeline of below market rate condominium sales.  The team is also responsible for San Francisco county’s Mortgage Credit Certificate program as well as a host of post purchase loan programs.

The team is responsible for complex mortgage transactions, strategic planning, monitoring, compliance, and enforcement activities for a large and growing single family affordable housing portfolio, in three principal areas:

1)      Homeownership Stewardship

The Homeownership team are stewards of the real estate assets created, providing educational opportunities and affordable rehab programs as well as emergency assistance to ensure each City sponsored homeowner benefits from the stability of homeownership. The Homeownership team monitors owners’ contractual obligations, loan servicing and program management; maintains historic and current data for the life of a homeowners occupation of a City sponsored home; evaluates operating practices; designs and implements multilingual homeowner customer service and communications, and maintains an inquiry log system and tracks HOA activity. The team participates in the design, implementation, and maintenance of MOHCD’s data systems in Salesforce.

2)      Real Estate Transactional Management

Manage a significant volume of complex full cycle single family real estate transactions in accordance with local, state, and federal laws including: multi layered mortgage lending, new and existing single family sales transactions, refinancing, calculating share of appreciation and mortgage interest, loan structuring and modifications, payoffs and reconveyances, subordinations, appraisals, calculating capital improvements with value depreciation, HOA financing structures, loan processing and underwriting, closing documents, title changes, and more.  Collaborate interdepartmentally with for-profit housing developers to ensure Planning Code and other regulatory documents are being followed to deliver new below market rate home sales. Review and make recommendations regarding MOHCD’s single family programs, project and monitor loan fund balances. Collaborate with Deputy City Attorneys as needed to prepare, review and execute contracts, enforcement actions, and other necessary documents. 

3)      Policy Analysis & Implementation / Administration

Meet the demands of providing homeownership opportunities in a high-cost city through refinement of MOHCD policies and practices. Advocate for sustainable low to middle income homeownership opportunities for underserved communities that have been and continue to be harmed by public and private laws, policies, and practices that keep them from enjoying the benefits of homeownership.  Operationalize MOHCD’s Racial Equity goals, identifying disparities in homeownership outcomes in the MOHCD portfolio and develop strategies to advance racial justice and create opportunities for Black and Brown San Franciscans. Participate in policymaking, technical assistance, development of procedures, and capacity building related to MOHCD’s homeownership programs.  Develop and share best practices, provide technical assistance and support capacity building for MOHCD’s partners.

Represent MOHCD before stakeholders, mortgage industry partners, community development grantees, interagency committees, City boards and commissions, and other organizations.  Supervise, plan, direct and coordinate workload and assignments for the Homeownership team. Develop tools to measure team performance and outcomes with respect to organizational goals, performance, and sponsor/homeowner support strategies. 

How to qualify

Qualifications aND EXPERIENCE

Positions in the 0903 classification are responsible for management and leadership of complex and interdisciplinary team activities requiring high level strategic, monitoring, planning, and data and evaluation capabilities. Desired qualifications:

  • A minimum of 10 years of relevant experience in affordable homeownership/first time home buyer program management, and/or mortgage and real estate finance, preferably in San Francisco.
  • A minimum of 5 years of increasingly responsible experience effectively leading and managing a division or department doing related work.
  • Possession of a degree from an accredited college or university in a field related to real estate development, planning, business, public policy, or finance.
  • Direct experience interpreting and enforcing compliance monitoring procedures and other elements of Federal, State and local governmental programs such as RESPA, Federal Reserve Board, Inclusionary Planning codes, Shared Equity homeownership programs, Fannie Mae/Freddie Mac guidelines, CalHFA and HCD programs, NMLS,  and MOHCD programs, etc.
  • Excellent management skills and a demonstrated ability to successfully mentor, encourage, and inspire staff.
  • Excellent verbal and written communication and strong interpersonal skills.   Strong analytical, organizational, and quantitative skills.
  • Experience and expertise prioritizing multiple assignments with competing needs and continually revising priorities as conditions change. Ability to work with minimum supervision in a team environment and to handle detail-oriented work
  • Knowledge and experience with information management systems; high proficiency with Microsoft Office applications including advanced ability with Excel including development of complex mortgage loan models and analyses.
