Role description
As the Engagement Coordinator, you will be responsible for co-leading and training the Environment Now team, a multilingual outreach team responsible for implementing environmental policies and promoting behavior change strategies that equitably engage the public in the San Francisco’s environmental initiatives. In addition, the Engagement Coordinator will collaborate with diverse internal and external partners to design and manage community engagement projects, policy compliance projects, and events that meet City and Department objectives across a range of environmental scopes such as zero waste, toxics reduction, energy efficiency, clean transportation, and climate. You will have day-to-day decision-making responsibilities for staff and projects as well as the ability to negotiate within project scopes.
Serving in a Coordinator-level position (Class 5640), you will work under the supervision of a Senior Environmental Specialist (Class 5642) responsible for defining project scopes and deliverables. You will share supervision of a team of five Environmental Outreach Associates (Class 9922), plus three Engagement Assistant Coordinators (Class 5638).
What You’ll Do - The duties specified below are representative of the range of duties assigned to this position and are not intended to be an inclusive list.
Staff and team management:
- Supervise a diverse, multilingual grassroots community engagement team, including assigning work and schedules, conducting performance reviews, and recommending hiring and discipline for employees
- Coach and develop staff by designing and leading professional development and project trainings in the office and the field during community engagement activities
- Develop project leadership opportunities for staff
Project management:
- Design and implement equitable community engagement projects and campaigns that mitigate or improve environmental impacts for low-income communities and communities of color in San Francisco
- Design and implement outreach projects to promote ordinance compliance
- Coordinate closely with interagency partners, San Francisco residents, businesses, community organizations, and City colleagues in the planning and execution of projects and initiatives
- Codevelop a strategy to build and maintain relationships with community organizations
- Analyze and evaluate project data to inform assigned and future community engagement strategies and messaging
- Maintain Salesforce CRM database to track staff progress and project deliverables
- Write campaign and project reports and present findings to relevant stakeholders
- Assist Senior Environmental Specialist with marketing and advertising campaigns, as assigned
- Work a flexible schedule with varying hours including some weekends and evening as needed for community engagement initiatives and campaigns
Budget & vendor management / Resource development:
- Manage specialty vendors supporting assigned projects and initiatives, as assigned
- Manage budgets and grants falling under assigned project and program scopes, as assigned
Departmental representation and support:
- Deliver public presentations and trainings to promote environmental initiatives and ordinance compliance
- Represent the Department at City functions and community/stakeholder meetings, as directed
- May include additional job duties as assigned.
Supervision Exercised
Supervises staff including Environmental Assistant Coordinators and Environmental Associate direct reports, and directs the work of contractors.
How to qualify
Minimum Qualifications
Education - Possession of a baccalaureate degree in environmental sciences, public administration, business administration, accounting, biology, or a field related to environmental outreach (including but not limited to communications, marketing, public health or behavioral science) from an accredited college or university; and
Experience - Two (2) years of experience performing duties similar to those described in this class, within the specialty area of environmental outreach and communications, with job duties involving community outreach or public education programs. A minimum of one (1) of those years must include supervising employees or leading a team of employees on a major project.

- Familiarity with San Francisco neighborhoods, community-based organizations, and supervisorial districts
- Fluency in Chinese, Spanish or other languages commonly spoken in San Francisco

Selection Procedures - After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (Weight: Qualifying) - After submitting your application and receiving the confirmation email, you will receive an email with a link to the Minimum Qualification Supplemental Questionnaire (MQSQ). Candidates will be required to complete a MQSQ as part of the employment application. The MQSQ is designed to obtain specific information regarding regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supplemental Questionnaire Evaluation (Weight: 100%) - Candidates who respond to the MQSQ will be prompted to complete a Supplemental Questionnaire. In order to advance, candidates must complete the Supplemental Questionnaire and it must be submitted before the provided deadline. The information provided on the Supplemental Questionnaire must be consistent with the information on the application and is subject to verification. Once submitted, applicant responses on the Supplemental Questionnaire cannot be changed. Applicants must achieve a passing score on the Supplemental Questionnaire Evaluation in order to be ranked on the eligible list.
The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas as described within this announcement. This includes knowledge of: Culturally competent community engagement strategies and tactics to promote behavior change; professional development training design and implementation; staff management and motivation best practices; quantitative and qualitative data analysis and reporting; local environmental topics and policies. And also the ability to Communicate effectively in writing and orally, including developing public messaging, making presentations and modeling best communications best practices for outreach staff; design, plan and manage community engagement and ordinance compliance projects, including identifying objectives, setting priorities, and developing workflow strategy; collaborate with diverse internal and external stakeholders; conduct analysis; utilize a computer, including word processing, spreadsheets and CRM platforms; supervise, manage, motivate, & mentor staff/direct reports.
After the eligible list is finalized/adopted, the department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.). Applicants meeting the Minimum Qualifications are not guaranteed advancement through all steps of the selection process.
Certification - The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
Eligible List - A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director.
