Role description

Project: Water Enterprise Capital Improvement Program 

The Project Manager III (PM III) will be responsible for managing multiple large size and complex projects within the Regional Water System Program.  Projects range from the installation and rehabilitation of large diameter pipelines, treatment facilities, pump stations, to dams.  The Regional Water System Program is part of the San Francisco Public Utilities Commission (SFPUC) Water Enterprise Capital Improvement Plan (WECIP).

The PM III will supervise junior project managers; providing scope, schedule, budget, and technical guidance to planning, design, environmental review, construction, and operation staff in their efforts to meet the project and program goals.

Essential Functions:

  • Identifying and securing funding sources for the project/activities.
  • Determining the scope of the listed project in coordination with SFPUC-WSTD staff needs and available program funding.
  • Identifying design and construction staff resources
  • Overseeing the project specific environmental review process.
  • Developing Project Schedule, cost estimates and establishing monthly and quarterly reporting requirements.
  • Detail design including 35%, 65%, 95%, and 100% design review milestones
  • Development of contract documents for bidding
  • Overseeing the bid advertisement and contract awarding
  • Overseeing of the project construction including review and approval of progress payments, contract modifications, and claims
  • Negotiation with key stakeholders during design and construction to ensure that the project and program objectives are met.
  • Coordinating with residents, neighborhood associations, special interest groups, and other stakeholders. 
  • Leading project managers in coordination with other WECIP projects.

The 5506 Project Manager III will perform other related duties as assigned.

How to qualify

1. Bachelor's Degree in architecture, engineering, planning, or landscape architecture; plus four years of responsible architectural, engineering or construction management experience, OR
2. A Bachelor's Degree in another field plus six years of responsible experience in a field directly related to the project, OR
3. Eight years of architectural, engineering, or construction management experience in a field directly related to the project, OR
4. California registration as professional engineer or architect.

AND 

Four (4) years of project coordination experience for major architectural, engineering or construction projects.
