About the San Francisco Municipal Transportation Agency (SFMTA) and the Office of Racial Equity & Belonging (OREB)
The San Francisco Municipal Transportation Agency (SFMTA or “the agency”) connects San Franciscans with their communities to enhance the economy, environment and, ultimately, the quality of life in the city. As an agency within the City and County of San Francisco, the SFMTA is responsible for managing the city’s transportation network. The agency has more than 6,000 employees who are responsible for the management of all ground and some underground transportation in the city. The SFMTA has oversight over public transit, as well as bicycling, paratransit, parking and curb management, street operations, walking, and taxis.
Directed by the Racial Equity Officer, the Office of Racial Equity & Belonging (OREB) is responsible for directing and developing strategies for advancing racial equity, intersecting equity, mobility justice and transit equity needs in all areas of work at the agency. OREB leads the agency in seeking just outcomes for members of historically oppressed communities through intentional goal setting for the advancement of racial equity in SFMTA policies, processes and practices. The OREB directs the development, implementation and monitoring of SFMTA’s mandated Racial Equity Action Plans, strategic plans for the prioritization of equity in all areas of SFMTA operations.
About the Equitable Communications Section
The Equitable Communications Section within the Office of Racial Equity & Belonging directs the development of comprehensive strategies and standards for communication that will advance racial equity, social equity and transportation equity. The Equitable Communications Section researches promising communication strategies for culture change and directs culturally specific interventions to optimize engagement. The Equitable Communications Section develops creative content to support equity training, outreach, engagement, reporting and branding needs.
Role description
Reporting to the Equitable Communications Manager, the Instructional Designer, Equity Programs performs all aspects of media/video/graphic production to support the racial equity priorities of the agency. The creative design work duties are inclusive of all aspects of production to complete professional quality computer-based instruction presentations for use in training public agency employees, as well as live and recorded meetings, public service announcements, in-studio production, and other media/video/graphic production. The Instructional Designer, Equity Programs works in coordination with subject matter experts and trainers in developing course materials that effectively convey critical knowledge and expertise to diverse audiences; and transforms content into engaging, efficient, interactive, and effective content for both on-line and blended delivery methods. This position evaluates the effectiveness of graphic/video/digital/training design; and performs related duties as required.

- Develops and maintains learning management systems, including the development of automated monitoring, evaluation and reporting functions.
- Works with subject matter experts and trainers to develop and design content and other materials to support Racial Equity Action Plan development, implementation, equity training, and Office of Racial Equity and Belonging reporting; based on subject matter expert input, determines scope, methodology, range and nature of computer based-training programs
- Research and consults with subject matter experts on best practices for culturally-responsive design to better engage and represent Black, Indigenous/Native American, Latine, Pacific Islander & Asian communities.
- Plans and produces computer-based training programs by developing scripts, story boards, creating engaging and interactive programs, verifying content with experts, writing assessment questions that measure objectives while applying adult learning principles and instructional design methodology.
- Develops training manuals, facilitator guides or other training aids required for on-line, self- study, web-based and classroom mediums.
- Independently manages multiple project deliverables.
- Designs measurement instruments and analyzes qualitative and quantitative data to refine and enhance training materials.
- Meets with trainers and managers to improve presentations and to plan re-training as required.
- Other duties as relevant to the role.
How to qualify
- Possession of a bachelor’s degree required (Instructional Design, Communication Design, Instructional Technology preferred); AND
- One (1) year of work experience using multimedia and graphic tools (e.g., Captivate, Articulate) in one or more of the following occupational areas: instructional design, curriculum development, instructional technology, or multimedia technology.
Substitution
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
Desirable Qualifications
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.
- Graphic design experience.
- Experience designing graphic or instructional content that affirms the cultures of Black, Indigenous/Native American, Latine, Pacific Islander, Asian and/or Middle Eastern communities.
- Experience designing graphic or instructional content that centers the identities of marginalized communities, such as those experiencing homelessness or mental health illness, youth, seniors, and Veterans.
- Experience producing content with graphic and instructional design software (e.g. Adobe Captivate, Articulate, Adobe Photoshop, & Canva).
- Knowledge of effective design/promotion strategies to attract racialized or underrepresented populations.
- Knowledge of best practices in social media.
- Ability to produce video content for various platforms.

Candidates deemed eligible and admitted to the examination process will be invited to participate in a written essay examination designed to measure knowledge, skills and/or abilities in job-related areas, which may include, but not limited to: knowledge of application of adult learning theory; knowledge of instructional design methodology; ability to collaborate effectively with peers, subject matter experts, and other business partners; ability to communicate clearly orally and in writing; ability to manager projects and multiple deliverable; and ability to identify roadblocks and recommend and implement solutions.

Eligible List/Score Report
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
