The San Francisco Municipal Transportation Agency (SFMTA) is a department of the City and County of San Francisco responsible for the management of all ground transportation in the City. The SFMTA has oversight over the Municipal Railway (Muni) public transit, as well as bicycling, paratransit, parking, traffic, walking, and taxis.
Security and Investigations (SI) Unit: The Security and Investigation Unit is a multi-dimensional unit that is responsible for the safety and security of approximately 6,000 staff members and a growing 400,000+ daily riders of the San Francisco public transportation system. Five units fall under the purview of Security and Investigations- Proof of Payment Unit, Muni Transit Assistance Program, Video Surveillance Unit, Emergency Management Systems Unit, and Private Security Unit. Each of the units plays an individual role in the collective responsibility of providing a safe transit system for our customers and our staff.

Under general direction of the Security Operations Intelligence Manager directs and evaluates the Security, Operations, and Intelligence Unit (SOI) of the San Francisco Municipal Transportation Agency (SFMTA). SOI operates within the Security and Intelligence Section and manages the Security Operations Center, Video Surveillance Unit and Badging Unit. The Security Operations Intelligence Manager makes daily operational decisions, identifies unit needs and priorities, establishes unit workflows, delegates roles and responsibilities, and maintains continuity between sub-units and internal and external stakeholders.
This position will make operational decisions regarding security response, intelligence gathering, monitoring, and tracking security staff deployment, allocating resources and personnel to best achieve immediate security and safety goals, and taking appropriate actions to address any disciplinary issues or customer feedback.
This position defines the scope and objectives of the unit, consults with SFMTA senior management on administrative and policy enhancements, and carries out the role in policy analysis, interpretation, and functional applications. Position work schedule includes weekends and evenings.
Examples of Important and Essential Duties:
- Manages the request, retrieval, analysis, processing of highly confidential/sensitive security surveillance videos from SFMTA revenue vehicles (approx.11,000 cameras), facilities, and subway stations (approx.1500 cameras) for review and documentations.
- Manages the preparation of crime and incident video clips for delivery to the San Francisco Police Department (SFPD), SFMTA Management, and City Attorneys.
- Establishes and manages the unit workflow, protocols, and reporting requirements.
- Establishes and manages the security case management protocols and review process.
- Establishes and manages clear badging protocols and audit processes.
- Manages agency-wide internal investigations, which involve conducting interviews and providing disciplinary recommendations as needed.
- Researches, coordinates, and manages the acquisition and implementation of relevant equipment and technologies.
- Evaluates and assigns work to staff by instructing staff and other personnel; makes recommendations to implement best practices to ensure uniformity within the SOI unit.
- Monitors staff compliance with rules and procedures, policies, regulations, practices, and equipment/vehicle use.
- In collaboration with SFMTA’s System Safety Unit, develops and implements a security incident reporting system and the related policies and procedures.
- Manages the reporting requirement for SFMTA security incidents.
- Prepares reports and ensures that goals and objectives are met regarding monitoring operations, performing analysis, and data collection.
- Establishes and manages contractual relationships with vendors; reviews SOI proposal requests and approves the solicitation of bids.
- Represents the SOI in meetings with working groups within the agency and other governmental and regulatory agencies and public meetings as assigned.
- Performs other related duties as assigned.
How to qualify
Minimum Qualifications:
- Possession of a baccalaureate degree from an accredited college or university; AND
- Three (3) years of experience in the military, law enforcement, or security.
Substitution:
Additional qualifying experience may be substituted for the required education on a year-for-year basis. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

- One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.
Desirable Qualifications:
The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.
- Two (2) years of supervisory experience.
- Ability to manage and coordinate multiple tasks to meet stipulated deadlines.
- Ability to use quantitative analytical skills to evaluate program performance, resource utilization, and distribution.
- Knowledge of modern computer skills necessary for data collection, compilation, analysis, interpretation, report writing, and presentations.
- Experience in training and development of employees in a large group setting.
- Experience managing, planning, organizing, and directing the activities of a multi-functioning unit.
- Ability to identify problem areas and evaluate, formulate, and implement appropriate solutions to complex issues and problems.
- Experience in the development of policies and procedures to improve the operations and functions of a large group.
- Experience in software upgrades and technical video standards.
- Experience in planning programs and/or delivering services to communities impacted by social, structural, economic, educational, health, or other disparities.
- Familiarity with video systems and video analytics.
- Ability to deal tactfully and effectively with staff, other governmental representatives, and the general public.
- Ability to communicate clearly, effectively, and diplomatically in both writing and verbal form to address complex issues concisely and accurately.
- Experience in planning programs and/or delivering services to communities impacted by social, structural, economic, educational, health, or other disparities.
