What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that shelters, houses, and serves approximately 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBTQ community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with nearly 10,000 units which provide permanent housing and services to formerly homeless individuals and families. 

Role description

What You’ll Be Doing.

HSH is looking to fill two 1820 Junior Administrative Analyst positions: Housing Referral Analyst and Housing Referral Analyst- Special Populations.

The Housing Referral Analyst and Housing Referral Analyst- Special Populations work under the direction of the Match & Referral Lead, and are members of the Housing Placement Team within the department’s Coordinated Entry, Prevention and Problem-Solving program area. The Housing Placement Team provides day-to-day management, continuous quality improvement and strategic oversight to the process by which people experiencing homelessness are moved through a structured process that leads them from homeless to housed. This process begins when a client of the department is prioritized for housing through the Coordinated Entry System and ends when that individual is placed in housing.

The Housing Referral Analyst is responsible for the following key duties and responsibilities:

  • Maintain data around housing opportunities for individuals with Housing Referral Status referred through coordinated entry, including:
    • Updating data in the Homeless Management information System (or ONE System) as necessary;
    • Creating batches and referrals to housing providers
    • Tracking housing outcomes for individuals with Housing Referral Status;
    • Re-routing clients to different housing opportunities when necessary.
  • Ensure that each referral or batch of referrals is actively managed, including ordering any missing “Tier One” documents at time of referral.
  • Communication with numerous stakeholders around the status of individual clients awaiting housing placement, including:
    • Researching client case status in conjunction with Housing Team program managers, housing providers,  Navigators, SIP Rehousing Team members, HSH’s Data and Performance & ONE System teams and other HSH co-workers as necessary;
    • Making corrections to various HSH data systems as necessary to maintain data integrity.
  • Supporting HSH’s SIP Rehousing, Housing Placement Team, ONE System, Data & Performance and Housing Program Teams with data reconciliation, as needed.
  • Analyzing and compiling housing placement data to present to varied audiences.
  • Track progress of each referral or batch of referrals on two key metrics: length of time to initial meeting and length of time to move-in. 
  • Work with supervisor to promote continuous quality improvement in the processes which support Housing Referral Status clients. This is including, but not limited to:
    • Creating, improving and documenting processes and workflows;
    • Creating and presenting trainings designed to give partners a better understanding of existing processes;
    • Evaluating suggestions for process change and incorporating them at the direction of the supervisor.
  • Complete one-off data requests pertaining to the By Name List, the ONE system, the batching process, and the Online Vacancy Tracker.
  • Attend meetings as necessary or required.
  • Participate with the rest of the Housing Placement team in designing strategy and systems to support the work.
  • Other duties as assigned.

The Housing Referral Analyst- Special Populations is responsible for the following key duties and responsibilities:  

  • Work with special populations of individuals with Housing Referral Status referred through coordinated entry, including those with nursing needs and reasonable accommodations, clients who qualify for MHSA units, and other groups who may need additional support or attention during the referral process.
  • Ensure that each referral or batch of referrals is actively managed, including ordering any missing “Tier One” documents at time of referral.
  • Lead weekly call with Department of Public Health, Adult Protective Services and the Institute on Aging to bring necessary support to nursing needs and HomeSafe Clients, including: 
    • Creating and publishing the agenda;
    • Facilitating the call;
    • Tracking action items;
  • Facilitate additional calls as needed to support special populations.
  • Maintain the day-to-day data and analysis concerning special populations, including:
    • Track populations;
    • Update data in ONE System, OVT, and ancillary spreadsheets as necessary;
    • Attend case conferencing calls for special populations.
  • Track progress of each referral or batch of referrals on two key metrics: length of time to initial meeting and length of time to move-in.
  • With supervisor, promote continuous quality improvement in the processes which support these populations. This is including, but not limited to:
    • Creating, improving, and documenting processes and workflows;
    • Creating and presenting trainings designed to give partners a better understanding of existing processes;
    • Evaluating suggestions for process change and incorporating them as appropriate;
  • Work closely with the HSH Transfer Team to harmonize practices across teams.
  • Attend meetings as necessary or required.
  • Participate with the rest of the Housing Placement Team in designing strategy and systems to support the work.
  • Other duties as assigned.

How to qualify

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Minimum Qualifications

  • 1. Possession of a baccalaureate degree from an accredited college or university; AND one (1) year of professional experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration; OR
  • 2. Possession of a baccalaureate degree from an accredited college or university in accounting, finance, public or business administration, economics, urban studies, public policy or a related field

SUBSTITUTION: May substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2,000 hours) of additional qualifying experience will be considered equivalent to 30 semester/45 quarter units.

Selection Procedures:
This is a Position Based Test conducted in accordance with Civil Service Rule 111A.

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Candidates will be required to complete a MQSQ as part of the employment application at a later/future date. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Written Examination (Administrative Analyst Core) (Weight: 100%): Candidates deemed eligible and admitted to the examination process will be administered a written, multiple-choice examination, designed to measure knowledge, skills and/or abilities in job-related areas which may include but not limited to:

  • Ability to evaluate/analyze information/data and to exercise good judgement relative to that evaluation or analysis.
  • Ability to communicate written information (includes ability to proofread).
  • Knowledge of, and ability to apply, financial/fiscal principles (including the ability to use mathematical and statistical formulas).
  • Ability to comprehend and understand written information.
  • Ability to use various computer software programs.
  • Ability to conduct research.
  • Ability to establish and maintain cooperative and effective working relationships.
  • Knowledge of, and the ability to apply, principles, practices and procedures involving office operations.

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.
The score you achieve on this examination shall be valid and "banked" for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. This core test is also used for 1820 Junior Administrative Analyst, 1822 Administrative Analyst and 1823 Senior Administrative Analyst, and the subtest is also used for 1824 Principal Administrative Analyst, therefore your test scores may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination and it includes any of these components [i.e., core exam or specialty subtest(s)], your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you retest, your re-test score would become your official score since it is the most recent.

What else should I know?

Eligible List/Score Report: 
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.

The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
