Our Office

The Office of the Assessor-Recorder is responsible for carrying out property tax-related functions governed by the State Constitution and State and local laws. Our core responsibilities include locating all taxable property in the City and County of San Francisco, identifying ownership, establishing a taxable value, and applying all legal exemptions. Property broadly includes both real property and personal property owned by businesses. The Office of the Assessor-Recorder is also responsible for recording documents and maintaining those public records. Over 400 different types of documents are recorded annually, including deeds of trust, reconveyances, liens, and public marriage licenses. The Office is also responsible for collecting any transfer tax due upon a change in property ownership. The Office of the Assessor-Recorder strives to conduct our work with the core principals of professionalism and integrity. 

What We Do

We’re proud of our work to ensure the financial stability of San Francisco. This past year, our Office successfully enrolled property cumulatively valued at over $328 billion generating over $3.7 billion dollars in property tax revenue. This revenue is the single largest source of the City’s General Fund, representing a contribution of over $2.4 billion or nearly one-third in Fiscal Year 2020-21. These funds pay for crucial services ranging from public safety and education to neighborhood improvements and health and family support services.

Our success is a product of the Office’s continued focus and investment in our people, systems, services, and engagement. In recent years, we have taken significant steps toward modernizing our operations, including helping to lead a cross-departmental effort to modernize city-wide Property Assessment & Taxation Systems (Project SMART). When our new system goes live, it  will replace the legacy property assessment system we currently depend on to manage the City’s $328 billion in assessed property value, providing increased security, efficiency and service, including greater integration with other City systems like those managed by our sister finance departments at the Office of the Treasurer & Tax Collector and the City Controller's Office.

Role description

The Office of the Assessor-Recorder currently has full time vacancies in class 4216 Assessor-Recorder Operations Supervisor. Under general direction, the 4216 Assessor-Recorder Operations Supervisor is responsible for difficult, specialized and technical office support and customer service work within the Office of the Assessor-Recorder, including serving as a primary public contact person to explain important and specialized policies, procedures, and regulations. This is the supervisory level in the Assessor-Recorder Office clerical series.

Essential duties may include, but are not limited to:

  1. Supervises the work of Assessor-Recorder Office clerical and technical staff within an assigned area of activity.

  2. Audits work product to ensure accuracy and compliance with applicable team/section and department standards, as well as local, state, and federal laws and regulations.

  3. Creates reports and analyzes data relating to the team/section’s productivity and performance, as well as financial, statistical, and operational information.

  4. Reviews and evaluates the effect of relevant proposed and existing laws and regulations on the department; exercises individual judgement to interpret and explain relevant policies, regulations, and laws to employees and the general public.

  5. Resolves the escalated and difficult day-to-day issues raised by the public, department staff, or other entities; investigates complaints and recommends corrective action when required.

  6. May include additional duties as assigned.

How to qualify

These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated on the job announcement.

Education:

Completion of sixty (60) semester/forty-five (45) quarter units from an accredited college or university, with major coursework in business administration, accounting or a closely-related field.

Experience:

Three (3) years of experience equivalent to a 4215 Assessor-Recorder Senior Office Specialist; or three (3) years of progressively responsible legal document review, researching documents and processing experience, in a county Assessor or Recorder’s office, a government agency, real estate company, title company, insurance company or law services agency.

License and Certification: None

Substitution:

Additional experience as described above may be substituted for the required education on a year-for-year basis. Thirty (30) semester units or forty-five (45) quarter units equal one (1) year.

Selection Procedures

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualifications Supplement Questionnaire (Weight: Qualifying)
Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Basic Supervisory Exam (Weight: 50%)

Qualifying candidates will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g. directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation, etc.) as well as customer service and reading comprehension. This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

The Basic Supervisory Exam will be administered either on a computer or in paper format. The type of format will depend on the size of the qualified applicant pool. Qualified candidates will be notified of the type of exam format in their exam appointment notification.

The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Scored Essay Questionnaire (Weighted: 50%)

Applicants who pass the Basic Supervisory Exam will be eligible to complete a Scored Essay Questionnaire.

The Scored Essay Questionnaire has been designed to measure knowledge, skills, and/or abilities in job-related areas which may include but not be limited to: Knowledge of advanced policies, procedures, terminology and practices pertaining to technical county assessment and recording practices; basic laws, principles and practices pertaining to public administration; Knowledge of record keeping principles and practices; Knowledge of principles, practices, and methods of customer service; Ability to establish and maintain effective working relationships. Includes fostering and maintaining inter-departmental relationships, communicating effectively and courteously with a variety of people; Ability to prioritize work and pay attention to detail; Ability to operate standard office equipment and standard office software; Ability to express ideas clearly, concisely, and accurately when writing correspondence and other documents using correct English usage; including grammar, spelling and punctuation; comprehend and carry out written and oral instructions; Skill to interpret, apply, and explain complex policies, procedures, forms, and concepts; Skill to train, plan, direct, monitor, and evaluate the work of others; and, Ability to identify and analyze issues and use sound reasoning to arrive at logical conclusions; implement solutions to complex problems.

All responses to the Scored Essay Questionnaire are subject to verification and must be consistent with the information provided in your employment application.

A passing score must be achieved in all test components listed above in order to be placed on the Eligible List/Score Report. Candidates will be placed on the Eligible List/Score Report in rank order according to their final score. The department may administer additional position-specific selection procedures to make final hiring decisions.

What else should I know?

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
