About the Recreation and Park Department

Amid a dynamic and ever-evolving urban landscape, the San Francisco Recreation and Park Department stewards one of the premier urban park systems in America.  San Francisco recently became the first city in the United States for which 100% of its residents live within a ten-minute walk of a park.  Considered by San Franciscans to be one of the City’s most popular and effective public agencies, our Department manages and maintains more than 225 parks, playgrounds, and open spaces in San Francisco, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100- acre system includes 25 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts, and TPC Harding Park golf course.

About San Francisco Children and Nature Collaborative

The San Francisco Children and Nature (SFCN) is a cross-sector collaborative which started in 2016, and now includes more than 25 local agencies as well as other organizations, all linked together to guide coordinated planning and action through a Core Team and Work Groups. Its vision is to ensure that every child has a nature connection every day in our city. The collaborative is guided by core values of equity, the importance of nearby nature in children’s lives, and nature connection as an important source of health, well-being, and happiness in children. The collaborative strives to ensure the San Francisco Children's Outdoor Bill of Rights is realized for all children in San Francisco. SFCN is collaboratively funded and governed through an Executive Council and Steering Committee which includes representation from the Office of Mayor London Breed, the San Francisco Recreation and Park Department, the San Francisco Unified School District, the Presidio Trust, and the YMCA of San Francisco.

Role description

Under supervision of the Director of Policy and Public Affairs, the Senior Community Development Specialist provides strategic coordination and management support to the San Francisco Children and Nature’s (SFCN) Steering Committee, as well as to other levels of SFCN's governance; facilitates cross-sector coordination of, and connects participating agencies and other organizations to meet strategic goals set forth by the collaborative;  connects collaborating agencies, as well as other organizations, to opportunities that equitably advance the Children’s Outdoor Bill of Rights and cultivate youth engagement in natural settings, stewardship, and place-based environmental education. The Senior Community Development Specialist I is required to:

  1. Develop and coordinate the preparation of goals set by the SFCN Steering Committee and local collaborative.
  2. Oversee, monitor, and coordinate a results-based accountability approach to measure impact of the SFCN initiative.
  3. Coordinate multiple levels of governance within the SFCN impact framework.
  4. Manage and review program budget; make recommendations and identify fundraising opportunities.
  5. Work with stakeholders to develop strategic objectives and initiatives which further advance the collaborative’s vision and goals.
  6. Work with members of stakeholder staff to coordinate, streamline, and implement various phases of the initiative’s strategic plan.
  7. Document outcomes and relevant reporting metrics; provide other specific support for the initiative as needed.
  8. Communicate regularly with stakeholder groups and committees through needed channels.
  9. Communicate vision, mission and goals in presentations and program delivery.
  10. Manage the coordination of key outreach events; make on-site visits to track and support program days as needed.
  11. Manage the processing of incoming inquires and collateral messaging.
  12. Manage contact inventory of all stakeholders.
  13. Oversee the content production of outreach resources.
  14. Research and communicate best practices with nature connection elements in capital improvements.

How to qualify

MINIMUM QUALIFICATIONS

  1. Possession of a baccalaureate degree from an accredited college or university; AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice, or elections related work;

                                                  OR

  1. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice; AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice;

                                                 OR

  1. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice;

                                                OR

  1.  Possession of a Juris Doctor degree from an accredited college or university; AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

Substitution: Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice, and/or elections related work may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis

Desirable Qualifications: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when applicants are referred for hiring:

  • Experience with cross-sector collaboration and collective impact;
  • Two (2) to three (3) years of relevant work experience working with youth initiatives; with adults and youth engagement;
  • Two (2) years of experience of collaborative management, goal setting and project implementation including technical, social, community and organizational aspects;
  • Two (2) to three (3) years of experience supervising, coordinating or directing outreach services to the public sector;
  • Organized, strategic and analytical thinker with strong attention to detail;
  • Excellent written and verbal communications, including public speaking;
  • Strong interpersonal and networking skills;
  • Problem-solving and conflict resolution skills;
  • Possession of a California Driver's License

Behavioral Consistency Questionnaire (Weight: 100%): 

Qualified candidates will be sent a Behavioral Consistency Questionnaire that must be completed by the set date. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas including, but not limited to, knowledge of: techniques, materials and equipment used in propagation, cultivation and installation of horticultural displays and landscapes; directing, delegating, and coordinating the work of a large and complex staff; principles and practices of supervision, including: motivating, training, disciplining, and evaluating the work of subordinate staff; disciplinary practices sufficient to discipline subordinate staff; preparation, management and monitoring of budgets and the development of short and long term work plans; and ability to: design horticultural displays and interior plant installations.

A passing score must be achieved on the Behavioral Consistency Questionnaire in order to be placed/ranked on the Eligible List. Candidate responses on the Behavioral Consistency Questionnaire cannot be changed once submitted. Candidates will be placed in rank order according to their final score on the Behavioral Consistency Questionnaire. 

Eligible List Duration: The duration of the eligible list resulting from this examination process will be of twelve (12) months, and may be extended with the approval of the Human Resources Director.
