About:

The San Francisco Municipal Transportation Agency (SFMTA) is a department of the City and County of San Francisco responsible for the management of all ground transportation in the City. The SFMTA has oversight over the Municipal Railway (Muni) public transit, as well as bicycling, paratransit, parking, traffic, walking, and taxis.

Role description

APPOINTMENT TYPE: Temporary Exempt - Full Time not to exceed 36 months – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

This position will act as the Project Manager for the Train Control Upgrade Project (TCUP). The Train Control Upgrade Project is a 20-year, $500-million dollar project with the goal of replacing the existing Automatic Train Control System in Muni’s subway as well as expanding the supervision and limited control aspects of a Communication-Based Train Control (CBTC) System to the entire Muni light rail system. The project includes the design, installation, test, commissioning, and support of the new train control system which covers the entire infrastructure, vehicles, networks, and control centers. The TCUP Project will be delivered through a series of contracts with the technology vendor (Supplier) and other firms providing installation, construction support, technical expertise, and professional services.

The Train Control Upgrade Project Manager is responsible for all aspects of Project Management including managing project contracts, overseeing the design and construction activities of project contractors, meeting and coordinating with project stakeholders, and developing procurement plans, policies, and procedures. The project manager is responsible for delivery of the project on time and on budget.

Nature of work: Due to the regular schedule and demand of the job, incumbents may be required to work extended shifts, rotating shifts, evenings, holidays, and weekends.

 

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:

  • Manages the project team to deliver projects according to project scope, schedule, and budget with minimum impact to Transit operations and the community
  • Prepares and monitors budgets and funding plans, project schedules and expenditure schedules.
  • Prepares and coordinates Requests for Proposals, manages and monitors consultant contracts, and develops contract documents; prepares contract changes
  • Establishes effective program communication and coordination between engineering teams, contract administration, the City attorney, funding partners, oversight agencies and the executive team
  • Responsible for management and upkeep of the overall project schedule in coordination with the Supplier and other project contractors.
  • Represents the SFMTA for acceptance and approval of project schedule updates and changes provided by the Supplier and other project contractors;
  • Manages the project construction and commissioning activities with project contractors, Maintenance of Way, Central Control, and other SFMTA parties as needed;
  • Works with the Technical Program Manager, Facilities Project Manager, and other SFMTA project managers to ensure network installation, facilities upgrades, and other pre-requisite work for the project is completed according to the project schedule;
  • Acts as the SFMTA representative when necessary to accept, approve, or audit project submittals provided by the Supplier or other project contractors;
  • Values diversity and leads cross divisional (Matrixed) collaboration and team work to drive results
  • Performs other duties as required.

 

How to qualify

MINIMUM QUALIFICATIONS:

  1. Bachelor's Degree in architecture, engineering or planning plus six (6) years of responsible architectural, engineering or construction management experience, OR
  2. A Bachelor's Degree in another field plus eight (8) years of responsible experience in a field directly related to the project, OR
  3. Ten (10) years of architectural, engineering, or construction management experience in a field directly related to the project, OR
  4. California registration as professional engineer or architect

Substitution

  1. Post-graduate degree in architecture, engineering, and or planning as described in item 1 of the minimum qualifications may be substituted for the requirement of the bachelor’s degree.
  2. Additional post-graduate degree in architecture, engineering, and or planning may be substituted for the required experience on a year-for-year basis (30 semester units/45 quarter units equal one (1) year of experience) in item 2 of the minimum qualifications.

DESIRABLE QUALIFICATIONS:

 

  • Experience working as a project manager, planner, or engineer on similar complex, train control, train signaling systems, transit or communications infrastructure projects involving procurement, engineering, design, construction, testing, manufacturing, and support.
  • Experience in public sector procurement, contract administration, or project management (local, state, or federal government).
  • Experience of financial management of public sector projects, budgeting, monitoring expenditures, funding, and cashflow.
  • Experience working with public transit agencies or as an employee of a public transit agency.
  • Experience managing the activities of contractors and tradespeople, as well as transit operations, wayside maintenance, vehicle maintenance, and in-field personnel such as construction managers, resident engineers, and inspectors during the construction phase.
  • Experience managing construction schedules and working with third-party vendors and contractors to deliver public infrastructure projects on-time and on-budget.
  • Excellent written and oral communication skills. Ability to communicate with diplomacy and lead project meetings with staff, contractors, and stakeholders.
  • Ability to plan, organize, and direct the work of professional staff; analyze and solve problems; make judgment on all decisions; and deal effectively with government officials.
  • Ability to work well with a multi-disciplinary, diverse workforce, including operations staff, maintenance technicians, technical professionals, contractors, executives and elected officials, and stakeholder groups.
  • Experience with P6 Primavera, Microsoft Project, or other project management software applications.
  • Experience with Microsoft Office products such as Excel, Outlook, and Word.
