The Office of the Controller’s vision is to be a model for good government and to make the City a better place. The Systems Division of the Controller’s Office manages the City and County of San Francisco’s Enterprise Oracle and PeopleSoft Applications, which are branded locally as our SF People & Pay, SF Learning, SF Financials, SF Procurement, and SF Reports & Analytics systems. These applications provide a robust, integrated platform that delivers mission-critical services to 55 City Departments, eliminating the need for hundreds of independent legacy systems and customized applications. The technology implemented and maintained by the Systems Division provides standardization, transparency, and efficiency for the City’s crucial business processes.  We are committed to enhancing and expanding application functionality to better support our users’ changing needs. 

Role description

We are seeking a dynamic and strategic leader to serve as the Procurement System Director to manage the procurement side of PeopleSoft Financials & Supply Chain Management.  This includes the Inventory, Catalog, Mobile Inventory Management, Purchasing, Strategic Sourcing, Supplier Portal, Supplier Contract Management, eProcurement, eSupplier Connection modules, as well as the associated business processes, system users, and internal and external stakeholders.  As the Procurement System Director, you will be responsible for leading a dynamic team of experts that will continue the design, development, delivery and on-going support of the Procurement System and related data analytics provided in the Oracle Business Intelligence solution.  The top focus area for this role over the next few years will be the Government Operations Recovery initiative, led by the Controller’s Office, the City Administrator’s Office, and the Department of Human Resources to make government processes, including hiring, contracting, and financial systems, more efficient.  The Procurement System Director will be a pivotal leader in identifying, prioritizing, and implementing system changes to improve contracting and other procurement processes.  The success of the Procurement System Director in the next 3 years will be dependent on their success with Government Operations Recovery improvements.   


Key responsibilities include:

  • Work with department and central agency leadership to identify and prioritize system changes for the Government Operations Recovery initiative;
  • Work with Systems Division leadership and all internal teams to successfully implement system changes for the Government Operations Recovery initiative;
  • Oversees production support and all projects associated with the Procurement System, including the related data analytics provided in Oracle Business Intelligence Enterprise Edition;
  • Collaborates with citywide leaders to define business objectives, strategic initiatives, and system priorities.
  • Translates the strategic direction and business objectives established by stakeholders into holistic system and business process strategies;
  • Serves as a procurement expert in meetings with internal management, other City procurement leaders, contractors, and other stakeholder groups and will work collaboratively with other managers on policy and legislative changes to improve procurement performance and practice;
  • Interacts with other Systems Division internal teams (Financials, People & Pay, Technical, Project Management Office, Reports & Analytics, Change/Training, and User Support) to delivery system changes and support ongoing maintenance;
  • Operates as the key point person for citywide procurement problem solving, innovation and adoption, messaging, and marketing;
  • Collaborates with the Change & Training team to identify, design and ensure the delivery of training curriculum for end users.  This will be particularly important for Government Operations Recovery projects;
  • Manages deliverables, resource needs, and work plans with limited guidance;
  • Supervision of three Procurement sub-teams (Purchasing, Inventory & Catalog, and Suppliers & Strategic Sourcing) with a total of 12 team members;
  • Develops staffing plans, hires and manages staff, and evaluates performance of staff as well as consultants;
  • Collaborate with project managers dedicated to Government Operations Recovery projects;
  • Leads development of solicitations and contracts for new Procurement System functionality and consulting resources;
  • Resolves complex contracting and procurement issues in collaboration with departmental managers, procurement staff, project managers, and other City agencies; 
  • Communicates with Controller’s Office Sr. Management, Executive Steering Committee, boards, commissions, major stakeholders and the public by providing data and analysis as necessary;
  • Provides Procurement System strategic planning, including management of annual performance goals and quarterly business review meetings;
  • Responds to public information requests and provides reports as requested; and
  • Performs other duties as assigned. 

How to qualify

Minimum Qualifications:

1. Education: Possession of a baccalaureate degree from an accredited college or university preferably with major coursework in information systems management; computer science; computer information systems; information technology; or business administration; AND,

2. Experience: Six (6) years of progressively increasing project management AND procurement experience.  This experience must include:  three (3) years contracting or procurement experience, AND three (3) years managing and supervising direct report staff.

Substitution:  May substitute up to two (2) years of required education with additional years of experience.

One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment.

Desirable Qualifications:

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Extensive knowledge and experience in managing PeopleSoft Financials & Supply Chain Management, including Inventory, Catalog, Mobile Inventory Management, Purchasing, Strategic Sourcing, Supplier Portal, Supplier Contract Management, eProcurement, eSupplier Connection modules;
  • Experience with government systems and business processes in the areas of hiring, contracting, and/or financial systems;   
  • Five (5) years of progressively increasing management experience in a public sector or nonprofit organization;
  • Experience with other Enterprise Resource Planning (ERP) systems or Procurement-specific systems;
  • Proven ability to interact skillfully and tactfully with all levels of government officials, customers, employees and the public, including the highest levels of organizational leadership and management;
  • Project Management Certification or demonstrated experience in project management;
  • Knowledge and experience working with government procurement policy, processes, and systems
  • Demonstrated strong analytical, planning, and organizational skills and abilities;
  • Demonstrated experience interacting with internal and external governmental personnel and outside vendors and contractors;
  • Experience with hiring and managing staff at the project manager and analyst levels;
  • Experience with setting performance goals, creating policies and procedures, and managing the work environment for professional level staff;
  • Proven ability to plan, organize and direct work of a diverse group of professional subordinates as well as the ability to consistently work productively and professionally under the pressure of critical deadlines when supporting systems implementations and 24/7 operations.
