Street Environmental Services, Operations Division keeps the City’s streets, sidewalks and other public spaces clean with mechanical and manual sweeping, graffiti abatement and power washing. The 24/7 operation runs specialized operations, including the Hot Spots teams that focus on encampment cleanups, CleanCorridorsSF, which provides a weekly deep cleaning to neighborhood commercial corridors, and proactive illegal dumping runs in the most impacted areas. The team also supports volunteer programs to advance San Francisco’s cleaning and greening initiatives.

This is a Position-Based Test conducted in accordance with CSC Rule 111A.

Role description

Under general administrative direction of the Deputy Director of Operations, the Operations Bureau Manager plans, organizes, manages and directs all activities and functions of 500+ employees of the newly consolidated Street Environmental Services Bureau within the San Francisco Public Works.  This position has responsibility for the 24/7 hour operations of the bureaus with oversight of several shifts, working with all the streets’ events that happen in San Francisco and on call to respond to street emergencies. The position will oversee code enforcement, outreach, planning for major events and may serve as back-up for the Deputy Director of Operations in her absence.

Examples of Important and Essential Duties:

1.  Develops administrative and operational objectives and executes objectives by planning and directing all operations of the bureau through subordinate supervisory personnel; developing, reviewing, investigating, interpreting, enforcing and analyzing operating procedures, rules, regulations, policies, methods and reports; analyzing data to develop or change operational policies or procedures.

2.  Interacts with managers from other bureaus and city agencies at meetings and in response to inquiries, requests and other work projects. Represents the Department to the general public, community groups, legislative bodies and City departmental representatives in connection with the bureau activities. Represents the Bureau and the deputy director when required.

3.  Develops and oversees the development of the bureau’s budget and identifies budget priorities. Prepares, implements and monitors budget. Directs the preparation of annual budget estimates, reviews expenditures, approves modifications, reviews and set policies for materials procurement, contracts specifications and equipment requests.

4.  Prepares staffing plan, secures and trains human resources and manages personnel matters by monitoring staff performance and utilizing disciplinary action when appropriate; planning, organizing and coordinating all bureau personnel including work and handling of personnel issues; establishing goals and priorities for career training and development of staff.

5.  Prepares and implements operational procedures by developing and implementing internal Bureau policies and procedures; directing the preparation of correspondence and periodic financial, administrative and technical operation reports; overseeing the maintenance of Bureau records.

6.  Directs Fleet Management and Keywatch system, monitoring GPS of vehicles by directing the operations of equipment and vehicle fleet including accessories. Works with IT and staff related to Computerized Maintenance Management System (CMMS) training and policy decisions related to mobile and CMMS implementations and operations.

7.  Leads and implements actions in response to the Mayor’s office. In the event of emergencies, serves as a member of the 24/7 emergency response team for Public Works.

8.  Performs technical duties related to the specialized functions of the Bureau by directing the inspection of mechanical and manual street cleaning, graffiti removal and illegal sign removal or urban forestry related inspections done by the bureau to ensure conformity with accepted standards.

9. Performs related duties as required.

How to qualify

MINIMUM QUALIFICATIONS

1.  Possession of a baccalaureate degree from an accredited college or university; and

2.  Six (6) years of managerial experience directly reporting to a superintendent or department head with increasing responsibilities at a manager’s level. Experience must include responsibility for planning and managing programs related to:

  a. maintenance, street cleaning, refuse collection and graffiti abatement; or

  b. construction, maintenance and repair of the public right-of-way; or

  c. code enforcement related to streets, facilities or buildings.

3.  Possession and maintenance of a valid class C driver license at the time of appointment.

Substitution: Qualifying experience as described above may be substituted for up to two years of the education requirement on a year-for year basis.  (One year of work experience is equal to 30 semester or 45 quarter units).

Note(s):

  • One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
  • A valid out-of-state driver’s license is acceptable during the application process. A valid California driver's license must be obtained prior to appointment and maintained throughout employment.

  • Knowledge of Emergency Management Principles
  • Knowledge of Maintenance Management System
  • Experience coordinating complex public events
  • Completion of National Incident Management System (NIMS) and Incident Command System (ICS) training as outlined by the Department of Homeland Security – Federal Emergency Management Agency, the California State Emergency Management Agency and the CCSF Department of Emergency Management.

SELECTION PROCEDURE/EXAMINATION REQUIREMENTS

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Management Test Battery (Weight: 50%):
Candidates deemed qualified will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement. A passing score must be achieved on the Management Test Battery to continue in the selection process.

This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Written Examination (Weight 50%):
Candidates deemed qualified will be invited to participate in a written examination designed to measure their relative knowledge, skills and abilities in job-related areas, which may include, but not be limited to: knowledge of federal, state and local laws, rules and regulations; management ability, supervisory ability, problem solving ability, analytical ability, human relations ability and written communication ability.

Note: Candidates must achieve a passing score on both the Management Test Battery and Written Examination in order to be ranked on the eligible list.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 18 months and may be extended with the approval of the Human Resources Director.
