About:

Amid a dynamic and ever-evolving urban landscape, the San Francisco Recreation and Park Department stewards one of the premier urban park systems in America.  San Francisco recently became the first city in the United States for which 100% of its residents live within a ten-minute walk of a park. Considered by San Franciscans to be one of the City’s most popular and effective public agencies, our department manages and maintains more than 225 parks, playgrounds, and open spaces in San Francisco, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100-acre system includes 25 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts, and TPC Harding Park golf course.

SECTION DESCRIPTION:  

The Human Resources division is comprised of Employee & Labor Relations, Environment, Health & Safety, Exams & Talent Acquisition, HR Operations, Organizational Development, and Payroll.  We support the Department’s Mission by striving to ensure we are prioritizing its most important resource – its people.  We do this by instituting equitable practices to hire, developing and supporting our team and workforce emotionally and professionally, and managing organizational structures and processes that influence the daily work life of our staff. 

Role description

The Human Resources team supports the San Francisco Recreation and Parks Department with all aspects of employment. Under the general direction of the Director of People and Organizational Culture, this Principal Human Resources Analyst supervises the Employee & Labor Relations unit and performs complex and specialized work in areas of employee relations, contract administration, conflict resolution, Equal Employment Opportunity, and ADA matters. This position also provides supervision and direction, performance management, and coaching to professional, technical staff.

Essential functions of the position include:

  • Supervising, training, coaching, and directing and evaluating the work of staff members.
  • Actively working with departmental managers, supervisors, and employees to provide advice, consultation, and information regarding discipline, MOU provisions, EEO policies, ADA matters, and all policies, procedures, and applicable rules.
  • Conducting investigations, advising Department management, and handling all phases of the disciplinary process.
  • Representing the Department in Skelly hearings, mediations, and arbitrations.
  • Serving as a Skelly hearing officer for other departments on an as-needed basis.
  • Ensuring departmental compliance with applicable MOUs, policies, and local, state and federal laws.  
  • Managing labor disputes, all stages of the grievance process, and departmental meet and confers with unions. 
  • Participating in Citywide labor contract negotiations as a bargaining team member and representing the Department.
  • Investigating and managing EEO related complaints.
  • Evaluating requests for ADA accommodation; interviewing requestor; and determining
  • reasonable accommodations.
  • Creating and providing performance management training to supervisors and managers.
  • Working with other Human Resources team colleagues to ensure the best delivery of services to the Department.
  • Performing related duties as assigned.

How to qualify

MINIMUM QUALIFICATIONS

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

1. Possession of a Baccalaureate Degree from an accredited college or university; AND
2. Five years of professional human resources experience in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations of which one year must have been as (1) an advanced journey level classification, similar to 1244 Senior Human Resources Analyst, that performs difficult and specialized human resources work and thereby serves as a resource for special problems, or (2) lead or supervised a small team of professional staff involved in the more difficult and complex matters associated with recruitment and selection, employee and/or labor relations, classification and compensation, benefits administration and human resources operations.

Experience Substitution: Possession of a Juris Doctorate (J.D.) or a Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may be substituted for one (1) year of the required non-advanced journey / non-lead/supervisory experience.

Education Substitution: Verifiable professional human resources work experience in one or more of the following areas may substitute for up to two years of the required education on a year-for-year basis: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations (30 semester units/45 quarter units equal one year.)

Experience Substitution: Completion of a 12-month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year of the required non-advanced journey / non-lead/supervisory experience.

NOTE: One year is equivalent to 2000 hours worked. 2000 hours of qualifying experience is based on a 40-hour work week.

DESIRABLE QUALIFICATIONS:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Ability to analyze issues and provide comprehensive advice and support to management regarding human resources issues.
  • Experience in conducting investigations, evaluating and making determinations regarding discrimination and harassment complaints.
  • Extensive experience in meeting and conferring with unions, grievance management, and progressive discipline. 
  • Skills in using tracking applications and databases for people management, and office programs.
  • Ability to multi-task and manage projects in an independent and timely manner.
  • Experience in supervising human resources staff.
