Role description
Project: Wastewater Enterprise Southeast Treatment Plant Projects
The Project Manager II (PM-II) is responsible for managing and administering $193M capital improvement projects for the Wastewater Enterprise at the Southeast Treatment Plant (SEP).
Under general administrative direction of a Senior Project Manager IV, the PM II will lead the efforts to successfully deliver these critical treatment facility capital improvement projects at SEP. The projects will include working closely with the numerous internal and external stakeholders including regulatory compliance agencies e.g. Regional Water Quality Control Board and Bay Area Air Quality Management District.
This level of seniority is needed to oversee these complex projects, to prepare timely project budget/schedule updates, scope analysis, troubleshooting, and analysis of project alternatives. The PM II will interact with the SFPUC Commission, SFPUC Executive Management, Technical Steering Committee, and various key project stakeholders from operating division of the Wastewater Enterprise. The PM II will review and approve critical path schedules, collaborate with plant operations staff on shutdown schedules, and forecast project spending plans. The PM II will report project progress on annual, quarterly and monthly basis. The PM II will provide project inputs on scope, schedule, and budget to the 10-year capital program.
Essential Functions:
- Manage project scope, schedule, and budget.
- Define the project needs, assess the conditions of all existing pertinent facilities, and identify feasible alternatives to address project needs.
- Confirm and document the purpose, objectives and needs of the project and confirm the needs would fulfill the endorsed SSIP goals and objectives.
- Evaluate various alternatives for meeting the project objectives based on designated evaluation criteria. Recommend the preferred alternative.
- Prepare a report that specifies the 10% design level for the recommended alternative.
- Determine the level of environmental review necessary for the project and assist the Environmental Staff in preparation of required approvals and permits. Work may include conducting required environmental studies and analyze and evaluate project alternatives.
- Determine if project construction falls within SFPUC’s right-of-way (ROW) or property. If not, pursue land or easement acquisition as necessary to construction facilities.
- Develop 100% construction documents (plans and specifications) for the project.
- Provide support to PUC Contracts for bidding, the PUC award process, and contracting.
- Provide construction management support to facilitate project construction.
- Provide as-needed support to facilitate the operational start-up of any newly constructed facilities and assist in all aspects of project close-out (financial, contractual, turn-over of assets to O&M, etc.).
- The 5504 Project Manager II will perform other related duties as assigned.
How to qualify
Minimum Qualifications:
- Bachelor's Degree in architecture, engineering or planning; plus four (4) years of responsible architectural, engineering or construction management experience, OR
- A Bachelor's Degree in another field plus six (6) years of responsible experience in a field directly related to the project, OR
- Eight (8) years of architectural, engineering, or construction management experience in a field directly related to the project, OR
- Possession of a valid California registration as professional engineer or architect.
- Plus, two (2) additional years of project coordination experience.

Desirable Qualifications:
- Successful implementation of water/wastewater municipal capital projects
- Responsible engineering, architecture, landscape architecture experience
