The department is divided into four divisions – Operations; Building Design and Construction; Infrastructure Design and Construction; and Finance and Administration. The Director’s Office provides external and internal communications, policy direction, government relations, and emergency management. 

San Francisco Public Works is accepting applications for the Engineering/Architectural Project Manager III role to join our Building Design and Construction (BDC) division.

Appointment Type: Permanent Exempt (PEX), Category 18. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer, and shall not exceed 36 months.

Role description

Under administrative direction, the Engineering/Architectural Project Manager III plans, organizes, directs, and controls all or part of a highly complex engineering and architectural project from concept through design and construction to close out of the project contract.

Project(s) you will contribute to:

You will oversee and manage Muni Metro East (MME $122M) and 1399 Marin St. Projects ($71M) under the SFMTA Building Progress Program. The SFMTA is expanding Muni Metro East ($122M) to include a bus yard due to construction work under the Potrero Yard Modernization and other Building Progress rebuild projects and to continue Muni operations and services. Further, the storage and maintenance facility located at 1399 Marin Street will be renovated to store and maintain Muni buses.

Four acres of vacant land on the MME site will be used as a bus operations yard to support bus operations, bus washing, overhead trolley charging and parking, and accessing the improved street on Maryland Street from Cesar Chavez. The 1399 Marin facility will be renovated to accommodate various bus maintenance needs including bus maintenance activities, and staff amenities. The MME project is currently in the construction phase, and 1399 Marin construction will reach substantial completion in the second half of 2025.

Working Relationships:
As Project Manager III, you will work with various internal and external professionals including Analysts, Engineers, Architects, Inspectors, vendors, contractors, consultants, residents, visitors, policymakers, and others. During inspections, site visits, and attending other meetings, you may also engage directly with the public. 

In this role, you will communicate and coordinate with all parties according to their operational, and/or regulatory authority and as well as with the public, and represent the project in formal high-level presentations to key leaders and approval bodies including:

  • The Mayor's Office
  • The Board of Supervisors
  • SFMTA
  • Capital Planning Committee
  • SF City Administrator 

Position Duties:
The essential duties and responsibilities of this position include, but are not limited to, the following:

  • Schedule and budget complex capital projects; 
  • Develop and enforce work statements; monitor, review, and revise the job orders, schedules, and budgets; monitor and track project progress and expenditures and implement cost controls; 
  • Leverage and utilize project management systems; 
  • You will work effectively in our team environment; communicating to others the larger context in which the project is being completed; 
  • Negotiate and resolve contract disputes; 
  • You will responsibly maintain client/contractor relationships; 
  • Make effective presentations to clients and the community; and communicate effectively with the public, community groups, the media, other City departments, agencies, and private contractors.
  • The position may also direct the work of architects or engineers on various projects, in conjunction with the client department, the SFMTA.
  • You may also manage or oversee other projects as assigned. 
  • Perform additional duties as assigned.

How to qualify

Minimum Qualifications:

Any combination of education, training, and experience that could likely provide the required knowledge and abilities may be qualifying. A typical way to obtain this would be:

  • Bachelor's Degree in architecture, engineering, planning, or landscape architecture; plus four (4) years of responsible architectural, engineering, or construction management experience,
    OR;
  • A Bachelor's Degree in another field plus six (6) years of responsible experience in a field directly related to the project,
    OR;
  • Eight (8) years of architectural, engineering, or construction management experience in a field directly related to the project,
    OR;
  • California registration as a Professional Engineer or Architect,

AND

An Additional Four (4)  years of project coordination experience for major architectural, engineering, or construction projects is required.

DESIRABLE QUALIFICATIONS:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Possession of a Project Management Professional certification.
  • Knowledge and understanding of the various aspects of construction projects
  • Proven track record in delivering major capital projects. 
  • Experience delivering major capital projects with construction budgets of no less than $50 million.
  • Experience leading or coordinating projects with multiple funding sources.
  • Experience leading or coordinating multi-phased construction projects. 
  • Excellent organizational and communication skills. 
  • Experience working in a public sector environment.
  • Ability to communicate effectively with staff and representatives of business and public interest groups, organizations, and public officials.
  • Supervisory experience.
