The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City. 
 
The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes.

FINANCE & ADMINISTRATION DIVISION 

The Finance and Administration Division is responsible for the support of Port operations including Human Resources, Accounting, Finance, Contracts and Procurement, Information Technology and Business Services. Human Resources includes labor and employee relations, payroll, training programs, employee recruitment and hiring.   Finance includes budget development, monitoring and analysis, capital planning, forecasting, public finance, financial and risk analysis, and reporting. Accounting includes accounts payable, accounts receivable, general ledger, financial statements and managing outside audits.   Contracts and Procurement includes acquisition of goods and services. Information Technology includes the Port's information technology equipment acquisition and maintenance, local area network, telephone systems, and business application development and maintenance.   Business Services includes materials management, mail service, receptionist service, administration of the Port's vehicles and management of the Port's offices. 

Role description

The Chief Financial Officer (CFO) for the Port of San Francisco is responsible for all financial, fiscal and fiduciary management of the Port. The CFO is responsible for administrative and business-serving functions such as accounting, finance, information technology, contracting and procurement, grant administration and business services. The CFO also provides the resources and administrative know-how to the enterprise’s operating business units to make each successful in fulfilling the Port’s mission. In this capacity, the CFO functions as a business partner to the Port’s Executive Director, the Deputy Directors of other Port Divisions, and the Port Commission. 

The CFO has a critical role in executive leadership at the Port and is one of six Port Deputy Directors who comprise the cross-functional team implementing the goals of the Port’s Strategic Plan 2021 - 2025 within the complex environment of the State trust (Burton Act).   

The Strategic Plan focuses on the following areas of responsibility in implementing the Port's operating, capital, and development program: 

  • Economic Recovery – to develop and implement strategies to address the economic impacts of the COVID-19 pandemic and stabilize the Port’s financial position during an expected five-year recovery period. 

  • Economic Growth – to grow the Port's business portfolio to create an economically successful and vibrant waterfront. 

  • Equity – to create a diverse, equitable, and inclusive organization and waterfront, and empower Black, Indigenous, and other People of Color (BIPOC) in Port operations and opportunities through equitable policies and practices. 

  • Resilience – to reduce seismic and climate change risks to protect the waterfront, City neighborhoods and infrastructure. 

  • Sustainability – to advance environmental stewardship to limit climate change and protect the Bay. 

  • Evolution – to evolve the waterfront to respond to changing public and Port needs. 

  • Engagement – to engage constituents and the general public on Port functions and activities.  

WHAT THE CHIEF FINANCIAL OFFICER WILL DO 

  • Direct a team of six managers, and provide general direction, supervision, and expertise for approximately 45 Finance and Administration staff.  

  • Guide broad, cross-divisional teamwork outside of direct span of control within six (6) Port Divisions, provide consultative and financial planning support to business initiatives of other Deputy Directors through financial and management information analyses, reports and recommendations.  

  • Manage work allocation, training, problem resolution, goal setting and employee development for staff and managers in the Finance and Administration Division. Complete performance appraisals, conduct informal evaluations, and provide guidance for division managers and administrative staff. 

  • Maintain strong working relationships with the Board of Supervisors, Mayor’s Office, the Controller’s Office, government and regulatory representatives, commissioners, special interests and neighborhood groups and the general public.  

  • Represent the Port before or provide information to commissions, boards, committees and representatives from federal, state, and local agencies, funding agencies, organizations, the general public and the media.  

  • Serve on planning and policy-making committees as needed. 

  • Assist the Port’s Executive Director and acts in her absence.  

  • On-call for emergency response and off-hour supervision. 

Fiscal Analysis and Budget Administration  

  • Direct financial strategy, planning and forecasting; develop financial business plans and forecasts; explore, and execute analysis of various business initiatives and revenue streams for the Port; complete analysis of financial results and develop recommendations, prepare, and maintain regular financial planning reports.  

  • Formulate the division-wide annual budget and business plan; direct and monitor expenditures to ensure adherence to the approved division budget and compliance with Port and City policies and procedures.  

  • Prepare ten-year capital plan, five-year financial plan, and two-year capital and operating budget in alignment with the Port’s Strategic Plan.  

  • Develop and maintain the Port’s Capital Budget, includes negotiating the Port’s Capital Budget two-year capital and operating budget through the Port Commission, Mayor’s Office, and the Board of Supervisors.  

Accounting 

  • Oversee all accounts, ledgers, and financial reporting systems; coordinate the preparation of financial statements, continuing disclosure report, budget analyses and other financial reports.  

  • Ensure timely and accurate fulfillment of city, state, and federal financial and budgetary report requirements, including applicable legal and regulatory compliance; and establish and maintain appropriate internal control safeguards.  

Contract Administration  

  • Direct the procurement of goods, professional services and construction contracts for the Port including the development and release of Requests for Proposals (RFPs), consultant selection, and negotiations to final contract.  

  • Direct compliance with departmental and citywide goals and requirements for Local Business Enterprises and Local Hires. 

Human Resources 

  • Direct the overall planning, implementation, monitoring, evaluation, and management of human resources programs which includes employee/labor negotiations and administration; talent acquisition; racial equity initiatives, classification and compensation; payroll; employee training and organizational development; and risk management. 

  • Oversee the management and coordination of the development and review of personnel policies and procedures. In coordination with the Human Resources Director, interpret and ensure compliance with DHR, City Charter, Collective Bargaining Agreements, ADA compliance and other employment laws and regulations.  

  • Oversee the development and implementation of training to managers on employee/labor issues and trends and advise managers and supervisors on best practices on a wide range of employee and labor relations issues. 

Information Technology 

  • Oversee the information technology (IT) section to ensure investments provide maximum value to the business units and that enterprise technology improves the Port’s ability to deliver and track outcomes; directs the Port’s IT initiatives and related strategic planning. 

  • Serve as executive sponsor for system change projects, including as one example, the de-commission of Oracle EBS Financial System and integration into the City’s new Oracle PeopleSoft Financial System.  

How to qualify

Education 

Possession of a baccalaureate degree from an accredited college or university in accounting, finance, public policy, business administration or closely related field. 

Experience 

Six (6) years of senior level management experience in strategic planning and execution, overseeing complex financial and business operations within a diverse, division-based department; negotiating annual budgets with elected officials; successfully partnering with IT staff to manage critical information management systems; gathering and evaluating financial information and making actionable recommendations to senior leadership; partnering with executive staff in a senior financial-management role resulting in the development and implementation of creative financial management strategies 

Substitution

Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units. 

Experience Substitution: Possession of a Master’s degree from an accredited college or university in accounting, finance, public policy, business administration of closely related field may substitute for one (1) year of the required experience.

What else should I know?

Compensation: The normal annual salary range (A) is $175,864 -  $224,484. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills.
