Role description
This position sits within the San Francisco Human Services Agency Planning & Policy Unit, a centralized team of analysts that provide analysis, project management, and strategic planning support across the agency's divisions and programs. Under the direction of a Principal Administrative Planning Analyst, this position will be responsible for performing the following duties at a consistent level of excellence.
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list.
Data analysis: Performs complex data and programmatic analysis across programs and departments to identify the needs of low-income San Franciscans, the intersection between the programs serving them, and the collective performance of those programs. Uses analytical programs to conduct analysis, such as Microsoft PowerBI, Stata, and Tableau. Develops findings and actionable recommendations informed by the agency's operational context to support programmatic and policy decisions by the agency's executive leadership and program directors.
Project management: Coordinates project teams that span programs, divisions, departments, and agencies to facilitate and lead strategic initiatives. Develops shared project goals across stakeholders and coordinates successful implementation of policy, programmatic, and operational changes that accomplish shared strategic goals. Develops work plans that describe in detail the steps for reform and improvement of specific programs within the agency.
Evaluation: Conducts studies and evaluations to develop sound and reliable findings that can inform departmental and city policies related to poverty and guide future programming. Plans and conducts qualitative research, such as surveys, focus groups, and key informant interviews. Employs quantitative and qualitative research and analytical skills to integrate staff and client voice into research projects.
Policy analysis: Analyzes and interprets existing, newly enacted and proposed local, state and federal legislation for agency impact. Prepares data and other population and program information to support the development of legislative proposals led by the agency's executive leadership and program directors to increase the efficacy of social service programs, address system gaps, and improve client experience.
Reporting: Presents findings and information in written narrative reports, data dashboards, and presentations that clearly communicate notable trends and relevant information. Develops materials to reflect the intended audience, such as the agency's executive leadership and program directors, agency staff and clients, elected officials and other city staff, the general public, or other stakeholders. Prepares or supports the development of regular reports required by local, state, and federal rules.
Agency liaison: Attends meetings, conducts site visits and provides presentations within the agency, for other government agencies, and in the community. Represents the Agency to stakeholders, including community-based organizations, department commissions, the Mayor's Office, the Board of Supervisors and the Controller's Office as needed.
How to qualify
- Education: A Baccalaureate degree in social work, public administration, business administration or a related field;
AND
- Experience: Three (3) years of professional experience in a general administrative capacity of which two (2) years (4000 hours) are in the field of human services. This experience includes responsibility for functions such as budget administration, contract administration, program planning and policy development, or statistical research.
Substitution for Education:
Additional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/45 quarter units equals one year).
Substitution for Experience:
Possession of a Master's degree in social work, business administration, public administration or related field may substitute for one (1) year of the required experience as described above for all specialties.

Selection Procedures:
