Job Description

Special Project Title: Contractors Assistance Center

The SFPUC-sponsored Contractors Assistance Center (“Center”) offers services and programs that directly assist small contractors and consultants to access and participate on contracting opportunities with the SFPUC, primarily, as well as other departments within the City and County of San Francisco.  San Francisco based small contractors and consultants will be encouraged to utilize the Center to develop business relationships and receive technical assistance for their businesses.  The SFPUC anticipates the need for engaging such contractors and consultants for upcoming capital work in progress and soon to be initiated under the agency’s capital and repair and rehabilitation work.  The Center will also maintain a plan room containing plans and specifications for all SFPUC/City projects out to bid.

Essential Functions:

Reporting to Infrastructure Division’s Director of Workforce and Economic Program Services, the 1823 Senior Administrative Analyst organizes, leads and/or participates in complex, sensitive, and detailed analytical work in the areas of economic, legislative and administrative policy, and contract administration.  The essential functions and responsibilities of the 1823 Senior Administrative Analyst at the Contractors Assistance Center will include, but not be limited to, the following:

    1. Overseeing operations at the Center;
    2. Administering and coordinating the implementation of programming at the Center to increase participation by small contractors and consultants on City projects;
    3. Ensuring that SFPUC and other City departments’ projects receive the maximum exposure possible to responsible small contractors and consultants;
    4. Planning, developing and deploying an educational outreach and training program designed to help small businesses get better access to and better compete for construction and professional services contracts related to SFPUC capital improvement projects;
    5. Administering, monitoring and coordinating overall programming, including facilitating workshops and seminars covering topics relevant to professional services and construction contracting which are designed to give small businesses ready access to industry expertise on management techniques, planning strategies, and many other topics related to bidding on and performing professional services and construction contracts;
    6. Administering and coordinating a community contractors networking center in the Southeast area of San Francisco that targets small contractors and consultants and which demonstrates a commitment to increasing small business participation;
    7. Ensuring the Center will be a welcoming environment for small businesses and consultants as well as providing an organized and well-maintained plan room;
    8. Networking with and serving as a liaison to relevant City agencies, contractors/consultants, and community members;
    9. Developing and managing the implementation of a comprehensive Center client database;
    10. Researching, analyzing and making recommendations regarding programs and services that would benefit small contractors and consultants in competing for City projects;
    11. Establishing timelines for producing specific deliverables; determining appropriate methodologies to review, analyze and measure the effectiveness of the Center; preparing reports and making written and oral presentations publicly regarding analysis and evaluation of performance measures;
    12. Administering, monitoring and coordinating all activities of the Center; and
    13. Performing related duties and responsibilities as assigned by Infrastructure Division’s Director of Workforce and Economic Program Services.

The 1823 Senior Administrative Analyst will perform other related duties as assigned.

How to qualify

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.
