DHR Equal Employment Opportunity (EEO) and Leave Management Division

The EEO Division is the City’s central resource on equal employment opportunity and medical leave matters for a workforce of over 30,000. The division provides critical training for employees, and implements cutting edge policies around issues like lactation at work and gender-neutral bathrooms. The division helps find reasonable accommodations for disabled employees under the Americans with Disabilities Act (ADA), and its leave management group helps employees and departments understand the complex array of leaves available under local, state, and federal law. Finally, the division analyzes and reports on City workplace diversity.

Role description

What you’ll be doing:

The Assistant Director of Leave Program's responsibilities are complex and require extensive critical thinking. You will be a consultant, advisor, and subject matter expert in all aspects of our employee leave process, system, and policies.You will monitor and evaluate the City’s employee leave program to ensure all departments comply with Department of Human Resources policies, as well as local, state, and federal law. Essential duties include, but are not limited to:

  • Planning, monitoring, evaluating, directing, and supervising the operation of DHR EEO’s Leave Program.
  • Advising and consulting with section managers and meeting with appropriate staff to identify and resolve issues or conflicts.
  • Making or recommending final decisions regarding policy, operations, and administrative procedures.
  • Developing, implementing, and maintaining procedures, administrative monitoring practices and controls in order to obtain smooth and effective operation of a division.
  • Assisting in the identification, development, and implementation of EEO Division goals, objectives, policies, and priorities; assisting in the determination of resource allocation and levels of service according to established policies; coordinating work activities to prevent delays in required actions or to improve programs or services.
  • Receives and analyzes EEO Division and departmental reports; directs the preparation of monthly and annual reports; directs the gathering and analysis of information and reports necessary to document and evaluate processes; monitors and evaluates the effectiveness and efficiency of the division's service delivery system, organizational structure, staffing levels, financial systems, and other internal operations; identifies and recommends alternative approaches or improvements; implements revisions, adjustments and changes.
  • Developing citywide rules, guidelines and procedures designed to ensure timely handling, tracking and record maintenance of all employee intermittent and consecutive leaves.
  • Counseling and advising department HR management and staff on federal, state and local leave laws, policies and provisions.
  • Consulting department executives and human resources teams to identify and devise strategic, short and long range planning and a programmatic framework to improve the productivity of the workforce and reduce direct and indirect costs.
  • Monitoring and evaluating leave usage within departments to identify abuse and consult on development of plans of action to address and reduce leave abuse and/or return employees to work.
  • Conducting leave management case review meetings with department HR staff and county council to identify high-risk cases, develop appropriate plans of action to ensure effective case handling and reduce liability.
  • Designing and delivering training programs for managers, supervisors, and employees in leave policies and related topics.
  • Representing the City as the subject matter expert during litigation and settlement of individual EEO complaints on disability and leave matters and mediation with external agencies.
  • Presenting before the Civil Service Commission, Board of Supervisors and other boards on disability and leave matters.
  • May serve as liaison for the Department with a variety of other City/County staff, policy-making officials, and officials of outside agencies; explains and justifies Departmental or administrative procedures, policies, or programs; negotiates and resolves difficult and complex issues and problems.
  • May plan, develop, implement or direct major or complex projects or programs which span a number of the department's established sections or divisions; directs the research of complex, highly technical issues; analyzes alternative solutions or approaches; recommends most effective course of action.

How to qualify

  • Possession of a baccalaureate degree from an accredited college or university AND
  • Five (5) years of professional experience in Employee Leaves Program Management, Equal Employment Opportunity, Employee and/or Labor Relations, with at least three (3) years of experience supervising professional staff.

Substitution:

  • Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester or forty-five (45) quarter units.

Selection Procedures: After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

1. Minimum Qualification Supplemental Questionnaire (MQSQ) - Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

2. Supplemental Questionnaire Exam (weighted 100%) - Candidates who meet the qualifications of the position will be required to complete the Supplemental Questionnaire Exam as a part of the selection process. The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for the position. Responses to the questionnaire will be reviewed and rated by a panel of subject matter experts and is subject to verification.

A passing score on the Supplemental Questionnaire must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List - A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.

Certification - The certification rule for the eligible list resulting from this examination will be Rule of the List.
