Role description

The San Francisco Municipal Transportation Agency (SFMTA) Human Resources Division is home to one of the City and County of San Francisco’s (CCSF) Decentralized Exam Units. Examinations and Classifications (E&C) is responsible for the initial stage in the hiring process and ensures that all related processes are fair and equitable. The team is comprised of one unit supervisor, three (3) senior-lead analysts and six (6) journey-level analysts dedicated to examination work, and two (2) senior-level analysts dedicated to classification work.

Under direction of the Classification and Examinations Manager, the Senior Classification Analyst will be responsible for SFMTA’s Racial Equity Action Plan (REAP) Minimum Qualifications (MQs) Project. The incumbent will review MQs for SFMTA classifications, research minimum qualifications at other jurisdictions, review organizational structures, meet with internal and external stakeholders such as affinity groups and the Office of Race, Equity, and Inclusion (OREI) and make recommendations to changes in MQs that will increase diversity, equity, and inclusion (DEI). This position will also be responsible for reviewing SFMTA’s management series to ensure that new positions are properly allocated to ensure consistency in management levels at the Agency and that Minimum Qualifications are updated to increase DEI, as well as ensure promotive opportunities for staff; and may perform job analyses and conduct examinations for select classifications as assigned.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:

  • Performs research and analysis of classification series to identity obstacles to advancement of current employees and pathways for potential employees.
  • Compares SFMTA’s classes to those at other jurisdictions, including conducting surveys and analyzing results; and establish new classes or update classification descriptions; and meet with stakeholders including affinity groups and unions to discuss the need for class spec changes.
  • Ensures that the SFMTA is establishing/filling the appropriate classification and levels to fulfill the operational needs.
  • Provides consultation on proposed positions, performs job analysis studies, updates classification specification documents, reviews job analysis questionnaires, reviews position description questionnaires and many other works associated with maintaining a well-managed classification system for the SFMTA.
  • May supervise journey-level analysts in the performance of professional human resources activities in the areas of recruitment and examinations; reviews and evaluates work completed by staff for accuracy, completeness, and appropriateness. Assists in training new staff.
  • Identifies and implements appropriate recruitment and selection plans to ensure the effective and timely adoption of eligible lists.
  • Interprets and administers provisions of Collective Bargaining Agreements, Civil Service Rules, CCSF and SFMTA policies and procedures, Uniform Guidelines on Employee Selection Procedures, etc. Confers with other HR professionals as needed.
  • Establishes and maintains positive working relationships with a diverse group of individuals.
  • Oversees job analyses with appropriate Subject Matter Experts; handles the more complex or sensitive analyses.
  • Reviews/determines relative weights to exam components, documents test validity.
  • Develops examinations, obtaining input from subject matter experts.
  • Oversees test administration and the generation of eligible lists.
  • Reviews post-exam-administration data and sets pass points.
  • Reviews drafts of examination announcements; determines applicant eligibility based on minimum qualifications.
  • Compiles and analyzes examinations data; presents insights and makes recommendations to Unit Supervisor.
  • Regularly communicates with/responds to inquiries from departmental representatives, labor organizations, managers, employees, applicants, other agencies, and the public.
  • Prepares written materials including letters, reports, memoranda, and forms with the aid of a computer.
  • Responds to exam-related protests and appeals.
  • May revise existing class specifications.
  • Performs special projects involving the planning, research, development or implementation of a technical phase of human resources administration.
  • Performs other related duties and responsibilities as assigned.

How to qualify

MINIMUM QUALIFICATIONS:

  1. Possession of a baccalaureate degree from an accredited college or university; AND
  2. Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations. 

Substitution 

Education Substitution - Additional qualifying work experience as a professional human resources analyst may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year). 

Experience Substitution 
 - Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year of required professional experience. 
 - Possession of a Juris Doctorate (J.D.) or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience.

Notes:

1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

Desirable Qualifications:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • At least one (1) year of verifiable experience conducting job analysis for purposes of assessing duties and functions of positions to make recommendations for classification purposes, and/or for purposes of developing and administering employment exams.
  • Ability to communicate clearly, concisely, and tactfully both orally and in writing.
  • Experience formulating recommendations and drafting justifications after analyzing information from various sources.
  • Ability to exercise sound judgment and make decisions independently within general guidelines.
  • Ability to discuss the role of racial equity and inclusion in human resources.
  • Demonstrated commitment to continuous professional development.
