Role description

Under the direction of the Deputy Director for Evaluation, Policy, and Communications, the Data and Evaluation Manager leads and oversees the Data and Evaluation Team. This position is responsible for developing and implementing the department’s overall evaluation plan, helping to ensure that DEC is accountable to its strategic plan and outcomes for participating children and families. In addition, this position partners with other managers within the department to streamline the data collection and evaluation process, ensure timely access to administrative data, and meet key departmental objectives.  

Important and Essential Functions of the Position

  • Provides leadership over the development of DEC’s new evaluation plan, including oversight of external evaluation consultant(s).
  • Leads implementation of evaluation studies appropriate to the life cycle of DEC initiatives, ranging from needs assessment to process evaluation to impact evaluation.
  • Manage compliance with reporting requirements under DEC ordinance and other applicable laws and regulations governing DEC and its revenue sources.
  • Support data and evaluation team to plan and implement initiatives to involve parents and caregivers of young children in DEC’s evaluation work, including possible participatory evaluation and action research.
  • Provides guidance and supervision to data and evaluation staff on scaling and phasing in new data systems and evaluation methodologies, including developing core infrastructure and systems, budgets, staffing, and contracting to meet increased demands.
  • Leads data governance efforts, including implementing standardized protocols for handling confidential information and seeking consent from program participants, developing data use and sharing agreements with partner organizations, and developing common data definitions and dictionaries across all DEC initiatives to further integration efforts
  • Maintains up to date knowledge of new developments in early childhood research, cultivate relationships with leading researchers and research organizations to advise DEC on policy development and implementation.
  • Develop and implement data, research, and evaluation dissemination strategies in collaboration with DEC Policy and Communications Team, including public-facing data dashboards, research summaries, and briefings for staff, grantees, and other external stakeholders.
  • Supervise Data and Evaluation team members, including delegating tasks, monitoring work plan and projects, managing workload, approving time, and supporting performance planning and professional development. 
  • Perform other duties as assigned.

How to qualify

Minimum Qualifications

Experience: Four (4) years of experience developing and managing evaluation plans in the public education, public health, and/or social service sectors, including assessing needs, organizing and streamlining data collection, conducting statistical analysis, and disseminating the results of research to diverse audiences; AND

Education: Possession of a bachelor’s degree from an accredited college or university.  

Experience Substitution: Possession of a master’s degree from an accredited college or university may be substituted for up to one (1) year of the required professional experience. One (1) year is equivalent to 2,000 hours.

Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equals one year.
 

Desirable Qualification

  1. Two (2) years of supervisory experience in a relevant position including overseeing and managing contractors and consultants.
  2. Two (2) years working in program administration, policy development, and/or research and evaluation of early childhood programs.

Selection Procedures
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

1. Minimum Qualification Supplemental Questionnaire (MQSQ) - Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

2. Supervisory Test Battery (STB) (weighted 40%)  Candidates who meet the minimum qualifications will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.

3. Supplemental Questionnaire Exam (weighted 60%) - Candidates who meet the qualifications of the position will be required to complete the Supplemental Questionnaire Exam as a part of the selection process. The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for the position. Responses to the questionnaire will be reviewed and rated by a panel of subject matter experts and is subject to verification.

A passing score on the Supervisory Test Battery and Supplemental Questionnaire must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six months, and may be extended with the approval of the Human Resources Director.
