About:

The San Francisco Department of Public Health (DPH) Behavioral Health Services utilizes myAvatar, Methasoft and Epic Electronic Health Records (EHRs). Under general direction of the Ambulatory Care Applications Manager, Behavioral Health is hiring two full-time permanent Senior IS Business Analysts to oversee most if not all of the various parts of the systems development cycle including needs analysis, structured systems design and analysis, technology and software assessment, project planning and management, implementation and testing, conversion to production status, technical and procedural documentation, and post-implementation assessment. The future incumbents may act as sole IS resource for projects and needs to be able to troubleshoot and resolve problems utilizing a variety of tools and applications which may be unique to individual systems in behavioral health. These individuals must also be able to serve as the technical lead in workgroups addressing behavioral health and regulatory measures and will be responsible for documentation for both technical and non-technical users. 

Role description

Duties Include

  • Assure proper planning, documentation, installation and testing of various electronic medical record methodologies to meet end-user requirements and manage maintenance activities. 
  • Prepare test plans, documentation, and training materials; work with vendors to prepare technical specifications and scopes of work. 
  • Learn a variety of business procedures and processes; use logic and analysis to solve systems problems. 
  • Manages small to medium-sized projects from inception to completion and their subsequent maintenance and support. 
  • Serves as the subject matter expert (SME) in Mental Health Medi-Cal and Drug Medi-Cal systems. May develop reports using Crystal Reports, SQL, MS Access and other reporting tools to meet State and departmental needs. 
  • Collaborate with Behavioral Health Leadership and IT to design and develop workflows and forms within the myAvatar Electronic Health Record (EHR) system. 
  • Perform advanced troubleshooting and technical support for existing EHR forms and reports. 
  • Mentor and provide technical assistance to staff regarding troubleshooting systems issues. 
  • Provide subject matter expertise to the BHIS/Avatar work groups to provide expertise during continued development and end-user acceptance of the EHR application. 
  • Provide end user support and escalate system issues to vendors as needed. 
  • Lead system testing efforts and participate in upgrades and patching events. 
  • Stay updated on all aspects of electronic medical record creation and maintenance including current governmental regulations, and on interfacing standards including, but not limited to, UMLS, HITSP, HL7, XML. 
  • Attend and contribute to project team meetings and user meetings. 
  • Establish and maintain effective customer focused working relationships with managers, department customers, public, vendors, consultants and others encountered in the course of work. 
  • Performs other related duties as assigned.

How to qualify

  • An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semesters or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
    AND
  • Three years of experience in the information systems field, including system analysis, business process design, development, and implementation of business application solutions or IT project management.
    • One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment. 
  • Education Substitution: Up to 2 years of required experience may be substituted  for the required degree on a year-for-year basis up to a maximum of 2 years.
    • One year is equivalent to 30 semester (45 quarter) units
      • Must include at least 10 semester (15 quarter) units in computer science or a closely related field.

The duration of the eligible list resulting from this examination process will be twelve (12) months and may be extended with the approval of the Human Resources Director.

Certification
The certification rule for the eligible list resulting from this examination will be the Rule of Ten Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
