Role description

Appointment Type: Permanent Exempt (PEX) Appointment. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.

Under the direction of the Outreach Team Manager, this position will serve as a liaison to San Francisco business, residents, and stakeholders to provide assistance and resources from City government. 

Key Responsibilities

  • Serve as a liaison to San Francisco businesses, residents, and stakeholders by engaging in regular outreach (in-person, virtual, and/or phone) and providing information on relevant resources and programs offered by the City. Outreach efforts include participating in evening and weekend activities.
  • Support community outreach work for assigned corridors/neighborhoods
  • Track requests for assistance (data entry) and follow up with businesses, residents, and stakeholders that seek assistance.
  • Track ongoing issues and activities and provide regular updates using qualitative data and, as-needed, quantitative data.
  • Support preparation briefing notes for assigned events and activities.
  • Support staffing to City officials at assigned events and activities.  These activities can take place on evenings and weekends.
  • Collaborate with the OEWD staff to assist businesses, residents, and stakeholders that need issue resolution.
  • Collaborate with OEWD staff to ensure there is a comprehensive understanding of issues facing assigned corridors/neighborhoods and the City resources being deployed in those corridors/neighborhoods.
  • Handle sensitive cases with discretion and tact and respect the right of privacy and maintain confidentiality.
  • Perform related duties and responsibilities as assigned.

How to qualify

Desirable Skills and Qualifications

  • Substantial experience in community engagement or community development work in San Francisco neighborhoods.
  • Knowledge of issues facing San Francisco’s diverse small businesses, especially Black, Indigenous, People of Color, and/or other marginalized populations.
  • Experience with deploying, coordinating and leveraging City resources on behalf of marginalized individuals and communities.
  • Ability to work with minimum supervision in a team environment, to meet deadlines and to manage highly detailed work with accuracy.
  • Strong communication, relationship management, analytical, project management, and organizational skills, with experience conveying technical information to clients/the public.
  • Proactive, collaborative, strategic, and solution-oriented.
  • Proficiency in MS Word, Excel, and Power Point. Familiarity with Customer Relationship Management (CRM) systems, (e.g., Salesforce a plus).
  • Fluent in Spanish, Cantonese, Filipino or Arabic: reading, writing and speaking.

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

Minimum Qualifications

These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated on the job announcement.

1. Possession of a baccalaureate degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; OR

4.Possession of a Ph.D. or Juris Doctor degree from an accredited college or university.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice and/or elections related work may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
