The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.
The Behavioral Health Services (BHS) Residential System of Care is responsible for facilitating BHS client movement from the highest cost and most disconnected level of engagement to the most service connected and stabilized level of care. The mission of Residential System of Care (RSOC) is to maximize the provision of and access to the least restrictive, timely, inclusive, appropriate, and community-based recovery care and treatment through the improvement and expansion of residential care programs for San Franciscans needing behavioral health care and experiencing homelessness.
Role description
Under the general administrative direction of the BHS Residential System of Care Director, the Deputy Director, Behavioral Health Services Residential System of Care (0922 Manager I) will support the RSOC Director in the overall management of the division and fulfillment of its mission. This position will play a lead role with planning, monitoring bed flow, evaluating programs and contractors, budget expenditure review and monitoring, and managing performance metrics development and tracking.
In addition, the Deputy Director, Behavioral Health Services Residential System of Care will perform the following essential job functions:
- Plan, direct, and coordinate the bed activities and residential placement services to ensure the least restrictive, most efficient, and most cost-effective care is being provide and support bed flow is fluid at different levels of residential care.
- Coordinate and collaborate with other divisions of BHS and DPH (e.g., ZSFG, LHH and BHS Central UM) and city departments (e.g., HSA/Conservator’s Office, DHSH, etc.) and act as liaison with internal and external stakeholders to provide ongoing communication and secure smooth transfers between different care systems related to client’s residential placement.
- Manage residential resources, track bed census, and collect and evaluate the data on BHS bed activities and make suggestions in developing new types of residential beds and/or revising the current residential care system as needed.
- Supervise sub-division/program managers in the skills required for successful performance of their assigned duties and be responsible for the planning, organizing, staffing, directing, and controlling a particular service as needed.
- Oversee and manage vendor relationships and contracts to ensure optimum care is being provided under the guidance of RSOC Director.
- Assist RSOC Director in developing policies and procedures related to patient flow, including development of protocols for referral and placement procedures for transitional and long-term programs, and supportive and permanent housing.
The Deputy Director, Behavioral Health Services Residential System of Care may perform other duties as assigned and required.
How to qualify
Required Minimum Qualifications
- Education: Possession of a bachelor's degree from an accredited college or university; AND
- Experience: Three (3) years of verifiable professional experience with primary responsibility for overseeing, monitoring, and/or coordinating a program providing behavioral health services.
Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.
One-year full time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full time employment.
Additional experience as described above may be substituted for the required degree on a year-for-year basis for up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester or forty-five (45) quarter units.
Desirable Qualifications
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.
- Two (2) years of experience supervising staff
- Possession of a valid, current, unrestricted license in the State of California in one of the following: Licensed Clinical Social Worker (LCSW), Marriage and Family Counselor (LMFT), Licensed Professional Clinical Counselor (LPCC), Licensed Psychologist (PhD or PsyD), Registered Nurse (RN), or Medical Doctor (MD)

Selection Procedures

Minimum Qualification Supplemental Questionnaire
Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supervisory Test Battery (STB) (Weight: 40%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resource Management; Team Building; Communication, Conflict Management and Process Improvement. For more information about this Supervisory Test (and a suggested reading list) please visit Supervisory Test Battery info Please note: this examination is only held in San Francisco. A passing score must be achieved on the Supervisory Test Battery to continue in the selection process. This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Supervisory Test Battery will be valid and "banked" for three years, starting from the date of the examination. This means that during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that should you re-test, your re-test score would become your official score since it is the most recent.
Supplemental Questionnaire (SQ) Examination (Weight: 60%)
Candidates who achieve a passing score on the Supervisory Test Battery (STB) will be emailed a Supplemental Questionnaire (SQ) that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: knowledge, experience, and abilities in public health theory and practice, and in community resources, involved in the optimum and effective clinical treatment and service approaches towards individuals with serious and chronic mental health and substance use disorders; analytical ability to handle and solve complex organizational and clinical issues and problems; administrative knowledge in the city budgeting and contracts. The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses. Candidates must achieve a passing score on the SQ in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score. A passing score must be achieved on each of the above-described exams in order to be included on the confidential eligible list. After the confidential eligible list is adopted the department may administer additional selection procedures to make a final hiring decision.
Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
Certification
The certification rule for the eligible list resulting from this examination will be the Rule of the List.
