Role description

This Program Support Analyst position with the Family & Children's Services performs highly complex administrative duties and is responsible for assistance and supervision of high-level administrative activities in the assigned program. Incumbents coordinate assigned functions and activities of the program and projects within FCS and provide highly responsible administrative staff assistance to the executive staff. Incumbents at this level receive only occasional instruction or assistance when new or unusual situations arise. Incumbents in this class conduct studies and develop recommendations on systems, methods, procedures and general administrative questions and are expected to exercise considerable independent judgment in carrying out work assignments. Incumbents receive guidance and instruction on general program objectives, program regulations and interpretive guidelines.

Essential Duties:

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

  1. Negotiates, implements and oversees contract agreements; monitors and approves budget transaction, and interface with contracted community-based organizations and other City agencies.
  2. Conducts specific, comprehensive analyses of a wide range of policies involving organization, procedures, and services to families and children.
  3. Reviews, interprets, and implements best practices, policies and procedures related to service provision, contracts, and budget.
  4. Participates in on-going workgroups and committees, both internally and externally.
  5. Develops written reports and presentations using qualitative and quantitative data to share program outcomes with Family & Children’s Services (FCS) staff and other City agencies.
  6. Participates in a variety of complex and detailed programmatic responsibilities involving problem solving.
  7. Directs, oversees and participates in the development of the assigned work plan, work activities, projects and programs; monitors work flow; reviews and evaluates work products, methods and procedures for FCS.
  8. Reviews and analyzes quarterly data to assess contract compliance and communicates service outcomes to program staff and management.
  9. Researches and assists with development of expenditure information, outcomes, and other data supporting budget recommendations, in collaboration with program, contract and fiscal staff.
  10. Provides technical and administrative assistance to the assigned management staff; develops, prepares, and presents reports, surveys and other administrative activities.
  11. Acts as representative of the assigned division for internal and outside meetings, committees and commissions; prepares presentations.
  12. Conducts surveys and performs research and statistical analyses as requested; prepares related reports.

How to qualify

Education:  A Baccalaureate degree in social work, public administration, business administration or a related field;

AND

Experience: Three (3) years of professional experience as a social service case manager of which two (2) years are in the field of child welfare or in the provision of child welfare-related services. This experience includes responsibilities for functions such as policy evaluation and management, program development and administration, case review and contract administration.

Substitution for Education: Additional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year­ for-year basis (30 semester/45 quarter units equals one year.

Substitution for Experience: Possession of a Master's degree in social work, business administration, public administration or related fields may substitute for one (1) year of the required experience as described above for all specialties.

Selection Procedures:

Supplemental Questionnaire Examination (Weight: 100%):

Candidates who meet the Minimum Qualifications will be invited to complete the Supplemental Questionnaire Examination; this exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: ability to perform highly complex professional administrative duties; ability to plan and coordinate activities and programs in the Family and Children’s Services Division; ability to develop recommendations on system methods, procedures, and general administrative questions.

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.

The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
