Role description
Special Project: Emergency Firefighting Water System and Bay Corridor Transmission & Distribution
Under general Project Management Bureau administrative direction, the PM III is the primary project manager for delivery and completion of all EFWS and BCTD capital projects. The PM III is responsible for coordinating these projects to provide effective fire suppression water capabilities and to provide reliable electrical service. The PM III will interact with the Citizens’ General Obligation Bond Oversight Committee, Board of Supervisors, and the SFPUC’s Commissioners. The PM III attends major meetings and approves all critical project deliverables.
The tasks involved in the various projects are as follows:
1. Project Management: Manage project budget, schedule, and scope.
2. Condition Assessment, Alternatives Analysis: Define the project needs, assess the conditions of all existing pertinent systems, and identify feasible alternatives to address project needs.
- Alternatives Evaluation: Evaluate various alternatives for meeting the project objectives based on designated evaluation criteria. Recommend the preferred alternative.
- Prepare Conceptual Engineering Report: Prepare a report that specifies the 10% design level for the recommended alternative.
3. Environmental Review: Conduct required environmental studies and analyze and evaluate project alternatives. If necessary, prepare draft and final EIR and EIS for circulation and public hearings.
4. Engineering Design: Develop 100% construction documents (plans and specifications) for the project.
5. Bid and Contracting Support: Provide support to PUC Contracts group for bidding, bid analysis and the PUC award process.
6. Construction Management Support: Provide construction management support to oversee and facilitate project construction.
7. Operational Start-Up: Provide as-needed support to facilitate the operational start-up of any newly constructed facilities.
8. Close-out: Close-out the project finances and convey the pertinent documentation to the Operations staff.
The Project Manager III will perform other related duties as assigned.
How to qualify
These minimum qualifications establish the education, training, experience, special skills, and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.
1. Possession of a Bachelor's Degree in architecture, engineering, planning, or landscape architecture; plus eight (8) years of responsible architectural, engineering or construction management experience, OR
2. Bachelor's Degree in another field plus ten (10) years of responsible experience in a field directly related to the project, OR
3. Twelve (12) years of architectural, engineering, or construction management experience in a field directly related to the project, OR
4. Valid California registration as professional engineer or architect, plus four (4) years of project coordination experience for major architectural, engineering or construction projects AND
5. Possession of a valid driver's license.
