Role description

Under the general direction of the Learning and Organizational Development Manager with collaboration and review by subject matter experts, produces all aspects of quality computer-based eLearning instruction. Types of instruction will include but are not exclusive to software and a variety of systems training. The incumbent will be tasked with converting various instructor-led trainings into eLearning that may include a blend of delivery methods. Transforming content into engaging, efficient, interactive, and effective eLearning content for both online and blended delivery methods.

This L&OD 1230 Instructional Designer role will collaborate with stakeholders throughout the Agency and will create requested training based on agency-wide needs. They will also evaluate the need for and effectiveness of training.

Essential Duties and Functions

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

1. Works with subject matter experts and trainers to identify goals and objectives which can be taught through computer-based eLearning instructions; based on subject matter experts' input, determines scope, methodology, range, and nature of computer-based training programs.

2. Plans and produces computer-based training programs by developing scripts, story boards, creating engaging and interactive programs, verifying content with experts, writing assessment questions that measure objectives while applying adult learning principles, critical thinking, and instructional design methodology.

3. Develops training manuals, facilitator guides or other training aids required for on-line, self-study, web-based and classroom mediums.

4. Independently manages multiple project deliverables.

5. Meets with trainers, managers, and subject matter experts to improve presentations and to plan re-training as required.

6. Designs measurement instruments and analyzes qualitative and quantitative data to evaluate, refine and enhance training materials.

7. Administers Learning Management Systems (LMS) to centrally automate computer-based training programs to document, track and report individual and unit compliance and development.

How to qualify

Education

1. Possession of a bachelor’s degree required (Instructional Design, Communication Design, Instructional Technology preferred); AND

2. One (1) year of work experience using multimedia and graphic tools (e.g., Captivate, Articulate) in one or more of the following occupational areas: instructional design, curriculum development, instructional technology, or multimedia technology.

Substitution

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Desirable Qualifications

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring:

  • Experience using Articulate
  • Experience working within an established LMS, SumTotal preferred
  • Experience creating ADA-accessible courses
  • Experience analyzing training data and creating visuals for stakeholders

Knowledge of: application of adult learning theory; instructional design methodology

Ability to: collaborate effectively with peers, subject matter experts and other business partners; communicate clearly orally and in writing; manage projects and multiple deliverables; identify roadblocks and recommend and implement solutions; work in coordination with subject matter experts and trainers in developing course materials that effectively convey critical knowledge and expertise to diverse audiences, are keys to success.

SELECTION PROCEDURES

Written Performance Examination  (WEIGHT = 100%) 

The Written Performance Examination is designed to measure and evaluate your experience including knowledge, skills, and abilities that you possess in job-related areas identified as critical for successful performance for position(s) in class 1230 Instructional Designer. 

Candidates who meet the Minimum Qualifications will be invited to participate in a computer-based written examination designed to measure technical competencies in job-related requirements for this position.  These areas may include but are not limited to: skilled in creating eLearning content; knowledge of Instructional Design models such as ADDIE; ability to create visually appealing slides and infographics; organizational skills; problem-solving; service focus and knowledge of change management practices.

A passing score must be achieved in order to continue in the selection process.

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ)

Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Eligible List/Score Report

A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months and may be extended with the approval of the Human Resources Director.
