Role description

The 0923 Diversity Recruitment Manager will play a key management role within the Department of Human Resources’ Workforce Development Division. The Diversity Recruitment Manager will lead a small team of human resources professionals responsible for the implementing and coordinating citywide Diversity Recruitment activities, programs, and initiatives, in collaboration with City department partners. The Diversity Recruitment Manager will be supervised by the Assistant Director of Diversity, Equity, Inclusion and Belonging (DEIB), and will work in close collaboration with the Assistant Director to align Diversity Recruitment Team efforts with the emerging work of the new Diversity, Equity, Inclusion, and Belonging sub-division. The Diversity Recruitment Manager will be a member of the Workforce Development Division’s management team, and will partner closely with other managers and with the Workforce Development Division Director to advance the division’s equity goals.

Key duties and responsibilities for the Diversity Recruitment Manager include, but is not limited to, the following:

Staff Supervision and Development:

Provide supervision, ongoing coaching support, and professional development to a small team of human resources professionals consisting of at least two diversity recruiters and one HR analyst.

Outreach and Recruitment Activities:

Design, develop, and implement innovative outreach programs using diversity, equity and inclusion best practices, in support of the City’s recruitment goals and succession planning.

Actively source and cultivate diverse and robust talent pools for high priority job classifications identified by DHR (eg. police officers, stationary engineers, etc.) on an ongoing basis.

Utilize multiple strategies to develop talent pipelines, including in-person engagement with prospective job seekers, and leveraging social platforms and online recruiting resources to support the creation of talent pipelines.

Develop and maintain partnerships with community organizations, educational institutions, professional organizations and associations that are excellent sources of diverse, qualified talent for a variety of high demand City job classifications.

Provide and/or coordinate City employment information sessions and job application assistance sessions to diverse job seekers; this includes virtual and in-person job seeker sessions and coordination with community partners who provide direct employment assistance to job seekers.

Identify and participate in selected career fairs and community events to represent and market the City and County of San Francisco as an employer of choice, and promote City employment; collect and analyze applicant data to assess the impact of these outreach efforts.

Bridge communication between the community and DHR: collect and share feedback from job seekers and community members to inform DHR’s efforts to increase fair, equitable, transparent, and accessible recruitment and hiring processes.

Communications and Marketing: Partner with DHR Communications and Policy Unit on marketing City employment and promoting City job opportunities, utilizing an effective social media strategy and other modern and innovative communication efforts; craft effective communication messages to keep job seekers and community partners engaged. Develop collateral materials to promote diversity recruitment efforts, including flyers, newsletters, website content, video content, and social media posts, etc.

Applicant Tracking System and Data: Stay updated on the functionality and best practices for utilization of the City’s SmartRecruiters applicant tracking system; provide guidance to job seekers on effective utilization of the system to apply for City employment.

Citywide Coordination: Coordinate across City departments to increase contact and visibility to outreach networks and organizations. Coordinate One City diversity recruitment approach; collaborate with City department partners on community outreach and diversity recruitment efforts, including organizing citywide career fairs and coordinating City representation at community career fairs and relevant events.

 

Facilitate Diversity Recruitment citywide workgroup to facilitate sharing of best practices for equitable recruitment and hiring practices, coordinate outreach and recruitment efforts, leverage resources, problem-solve common challenges, and support a learning community for the City’s recruiters and HR analysts involved in recruitment efforts.

Consultation: Serve as the subject matter expert on diversity recruitment and fair and equitable hiring practices; Serve as a strategic partner and consultant with City departments on comprehensive recruitment strategies including marketing plans, outreach, trainings to recruit diverse talent; provide training and consultation to HR Analysts, hiring managers, and search committees on strategies to ensure fair and equitable hiring practices. Collaborate with City departments on recruitment and hiring initiatives; advise on development of diversity, equity and inclusion plans for recruitment.

Access to City Employment (ACE) Program Management: Recruit qualified job seekers from the Disability Community for in-demand City job opportunities; work in partnership with hiring departments and other DHR divisions including Employment Services and EEO to coordinate the hiring of qualified ACE candidates for designated job openings and support onboarding and reasonable accommodations processes for selected candidates.

 

 

How to qualify

Education:

  • Possession of a baccalaureate degree from an accredited college or university;

Experience:

  • Five (5) years of professional-level experience in the areas of Recruitment, Human Resources, and Diversity, Equity, Inclusion.

Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years.  One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.

  • Experience working directly with diverse, underserved communities
  • Strong communications background
  • Excellent oral and written communication skills
  • Skillful with utilizing technology and social media platforms
