San Francisco Public Works currently has multiple vacancies for the position of Program Support Analyst (2917) within our Street Environmental Services division: the Outreach & Enforcement and the Community Programs Team.
Street Environmental Services
Keeps the City’s streets, sidewalks and other public spaces clean with mechanical and manual sweeping, graffiti abatement and power washing. The 24/7 operation runs specialized operations, including the Hot Spots teams that focus on encampment cleanups, CleanCorridorsSF, which provides a weekly deep cleaning to neighborhood commercial corridors, and proactive illegal dumping runs in the most impacted areas. The team also supports volunteer programs to advance San Francisco’s cleaning and greening initiatives.
Appointment Type: Temporary Provisional (TPV). This is not a permanent appointment. A provisional appointee must participate and be successful in a Civil Service examination for this classification and be selected through an open competitive process in order to be considered for permanent appointment. Provisional appointments may not exceed three (3) years.

Role description
Under the supervision of the Community Engagement Manager, as a Program Support Analyst, you will support vital front facing programs connecting with the public:
Outreach and Enforcement Team
On the SF Public Works Outreach and Enforcement Team (OnE Team), you will supervise the day-to-day productivity of program efforts. You will review/approve investigations related to city code violations related to, but not limited to, illegal dumping, sidewalk cleanliness, trash service, and sanitation standards. You will also prepare reports and audit staff effectiveness, allocate resources, and enforcement to targeted areas of need.
Community Programs Team
On the SF Public Works Community Programs Team, you will supervise the day-to-day productivity of our Community Programs staff. You will evaluate the long-term efficacy of the program and the department’s volunteer initiatives. You will review and provide guidance to neighborhood-driven capital projects. You will work with senior department staff to solve problems and respond to crisis management situations as needed.
You will support the Operations Division (comprised of the Bureaus of Street & Environmental Services, Urban Forestry, Building Repair, Street & Sewer Repair, and Central Operations) in responding to department-related inquiries from the public. You will find this work engaging and rewarding if you have a strong interest in educating residents, merchants, community partners, policymakers, and members of the public about SF Public Works Policy, Public Works Code, Community Projects, and Programs. To achieve success in these roles, you should be passionate about enhancing the cleanliness in San Francisco, especially along the public right of way, activating public spaces, and interested in contributing to broad-reaching community improvement projects that will have long-term effects on public spaces.
Important and Essential Duties:
As a Program Support Analyst, your duties may include but are not limited to the following:
- Supervise staff performing comprehensive investigations related to illegal dumping, maintenance of refuse collection services, and garbage nuisances.
- Actively issue enforcement related to San Francisco refuse laws.
- Review and approve outreach efforts, notices of violations, and citation notices issued by Outreach Coordinators.
- Plan and prioritize the work of staff by setting metrics for workflow and production targets based on departmental needs.
- Provide technical guidance and support to Outreach Coordinators related to code policy and application.
- Act as a representative of Public Works for internal and external meetings, committees, and commissions.
- Conduct surveys, performs research and statistical analyses as requested; prepares related reports.
- Respond to and resolves difficult and sensitive citizen inquiries and complaints.
- May participate in recruitment and selection of staff, serve on hiring interview panels and recommend appointment of personnel; provide and coordinate staff training; work with employees to correct deficiencies; implement discipline procedures; recommend employee terminations.
How to qualify
Minimum Qualifications:
Education:
A Baccalaureate degree in social work, public administration, business administration or a related field.
Substitution for Education:
Additional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/45 quarter units equals one year).
Experience:
Three (3) years of professional experience in a general administrative capacity of which two (2) years (4000 hours) are in the field of human services. This experience includes responsibility for functions such as budget administration, contract administration, program planning and policy development, or statistical research.
Substitution for Experience:
Possession of a Master’s degree in social work, business administration, public administration or related field may substitute for one (1) year of the required experience as described above for all specialties.
License and Certification:
Possession of a valid California driver license.
Notes:
- One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
Desirable Qualifications: The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.
- Experience enforcing codes on behalf of government agencies.
- Experience organizing public volunteer events on behalf of an organization.
- Experience leading community-driven capital projects.
- Experience in responding to customer complaints for a government agency or large organization.

The selection process will include an evaluation of applications in relation to minimum requirements. Candidates may be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supplemental Questionnaire (SQ): - Candidates who meet the Minimum Qualifications and complete the MQSQ will be sent an SQ to complete and return. The SQ has been designed to measure knowledge, skills, and/or abilities in job-related areas. The SQ will be rated and scored. All relevant experience, education, and/or training must be on the SQ in order to be reviewed in the rating process.
