The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.
The San Francisco Department of Public Health is filling a full-time Mental Health Rehabilitation Center Program Director (0922 Manager I) position. The San Francisco Mental Health Rehabilitation Center (MHRC) is an inpatient locked program designed for the treatment and rehabilitation of clients with severe mental illness. The MHRC is licensed by the Department of Health Care Services (DHCS) and is governed by the California Code of Regulations, Title IX.
Role description
Under supervision of the Mental Health Rehabilitation Center Director, the Program Director directs and coordinates all aspects of the MHRC programming and client rehabilitation process. The MHRC Program Director ensures compliance with Title IX, established policies and procedures of the overall program, and timely completion of respective reporting requirements. The Program Director collaborates with the MHRC Medical Director, the Director of Nursing, and the Interdisciplinary Team.
The Mental Health Rehabilitation Center Program Director (0922 Manager I) performs the following essential job functions:
- Ensures all clients receive the full spectrum of behavioral health services during their entire length of stay and treatment based on objectives identified in their treatment plan.
- Supervises the activities of employees who report to the Program Director, including Social Workers, Activity Leaders, and the Activity Director (Occupational Therapist); provides clinical supervision to Behavioral Health Clinicians; provides supervision to MHRC programs staff, including coaching and counseling; initiates progressive discipline in coordination with Human Resources staff.
- Collaborates with SF Behavioral Health Services Residential Service of Care regarding lower level of care placement options for the MHRC clients as well as admission referrals to the MHRC program.
- Ensures that Individual Service Plan (ISP) quarterly, monthly, and weekly progress notes and other documentation in the medical record is completed in a timely manner and written to MHRC and DHCS standards.
- Coordinates and oversees the development of new programming and services for MHRC clients.
- Functions as liaison to referral sources and the community as indicated to facilitate communication regarding client care and programs, which may be utilized by these sources.
- Develops and implements key performance improvements, performs ongoing program review, and adapts and changes program services based on the population served.
- Ensures that an in-service education program is provided and that all rehabilitation staff subject to the 52-hour rule meets the requirement annually.
- Maintains working knowledge of existing and new standards and regulations governing mental health services, including but not limited to Title IX; maintains awareness of new trends in the field of mental health rehabilitation and psychiatric nursing.
- Provides administrative coverage in the absence of the Director of the MHRC.
The Mental Health Rehabilitation Center Program Director (0922 Manager I) may perform other duties as assigned and required.
How to qualify
Required Minimum Qualifications
- Education: Master’s Degree in Social Work from an accredited school of social work; AND
- Experience: Three (3) years’ experience in a mental health treatment setting, one (1) year of which includes experience or training in program development for persons with severe and persistent mental disabilities; AND
- License: Possession of a valid Licensed Clinical Social Worker (LCSW) license issued by the California Board of Behavioral Health Sciences
Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.
One-year full time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full time employment.
Desirable Qualifications
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.
- A minimum of one year of supervisory experience supervising mental health clinicians
- Meets the CA Board of Behavioral Sciences minimum requirements to provide supervision to Associate Social Workers, Associate Marriage and Family Therapists, and Associate Professional Clinical Counselors preparing for licensure
- Experience working with and sensitivity to ethnically, culturally, and sexually diverse individuals, community agencies, and organizations
- Bilingual proficiency in English and target language: Spanish, Cantonese, or Mandarin

Selection Procedures

Minimum Qualification Supplemental Questionnaire (MQSQ)
Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supervisory Test Battery (STB) (Weight: 100%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resource Management; Team Building; Communication, Conflict Management and Process Improvement. For more information about this Supervisory Test (and a suggested reading list) please visit Supervisory Test Battery info. Please note: this examination is only held in San Francisco. A passing score must be achieved on the Supervisory Test Battery to continue in the selection process. This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Supervisory Test Battery will be valid and "banked" for three years, starting from the date of the examination. This means that during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that should you re-test, your re-test score would become your official score since it is the most recent.

Certification
The certification rule for the eligible list resulting from this examination will be the Rule of the List.
