Homeownership Program Project Manager – BMR Re-sales
The Mayor’s Office of Housing and Community Development (MOHCD) administers a variety of down payment assistance loan and Below Market Rate homeownership programs to help low to moderate-income households purchase their first home in San Francisco. Since the 1980’s, MOHCD has grown a homeownership portfolio of over 2500 below market rate (BMR) homes across San Francisco, with an average of 60 re-sale transactions per year. MOHCD is looking for an experienced mortgage/real estate industry professional to join its team.
Role description
The Senior Community Development Specialist – Homeownership Program Project Manager, leads the daily administration of the BMR unit re-sales. The position is responsible for processing unit transactions including but not limited to the implementation of marketing and sales activities as well as application processing, data validation, and underwriting to determine applicant compliance and eligibility with program requirements and guidelines. The incumbent prepares necessary documents for loan approvals and closings and works closely with real estate sales agents representing the seller of a BMR condominium. Other duties include reporting on resale activities, providing technical assistance to realtors, lenders, mortgage brokers and housing counselors by explaining decisions and responding to program inquiries. The Homeownership Program Project Manager also performs related duties as required.
How to qualify
1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR
3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.
SUBSTITUTION:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
Desirable Qualifications
- Minimum four years’ experience in mortgage underwriting and/or loan processing. Fewer years may be accepted if commensurate skills are demonstrated.
- Strong knowledge of first-time homebuyer and homeowner program administration.
- Strong knowledge of standard real estate practices and financing documents including purchase contracts, appraisals, title reports, credit reports, property insurance, inspection reports, tax returns, and other financial documents.
- Experience with government sponsored down payment assistance programs and multi layered financing.
- Strong leadership skills
- Commitment to the goal of increasing and preserving affordable homeownership opportunities to low and very low income persons and households in San Francisco.
- Capacity to undertake and prioritize various responsibilities and meet deadlines.
- Ability to efficiently create, implement, and communicate program systems.
- Work independently and as a team member.
- Proficiency in Microsoft Office, especially in Excel, and standard office database software.
- Commitment to contributing to MOHCD’s work to advance racial equity.

Candidates will be required to complete a supplemental questionnaire.
