Role description

Digital Services, a division within the Information Technology program, is a collaborative agile team at the San Francisco Human Services Agency (SFHSA) that focuses on the rapid and innovative delivery of various digital technologies across our agency.

ServceNow is the most critical product that Digital Services manages for IT service delivery and management as it is used across the agency for employee onboarding, IT requests, reporting incidents, tracking changes, maintaining equipment, and much more. Our ServiceNow development team strives to provide efficient, seamless, and well-crafted solutions (out of the box or well scoped custom applications) that meet the evolving needs of our internal clients through iterative, human-centered development. We pride ourselves on open communication, caring for each other, and having fun as a team while we develop and deliver essential web products for the SFHSA and our clients.

Under the general direction and supervision of the 1070 IS Project Director, this position will perform the following major tasks to support the operational and project services that are the responsibility of the Human Services Agencies Information Technology Department

ESSENTIAL TASK AND DUTIES

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list.

  1. Analyze business requirements to create high-level user stories with the agile team.
  2. Define, at an architectural and design level of detail, technical solutions for the user stories and ServiceNow implementation best practices as well as detailed technical requirements.
  3. Design and develop moderately complex scripts, workflows and integrations to create, configure or customize applications per ServiceNow standards and best practices.
  4. Manage configurations in ServiceNow and push functionally from Dev to production with change requests and clean update sets.
  5. Collaborate with product owner, developers, and internal stakeholders through regular recurring agile meetings including daily scrum, biweekly sprint planning, backlog grooming, etc.
  6. Document work including script-based assignment and approval rules, custom-related lists, access control lists, UI polices, and client scripts.
  7. Participate collaboratively with other developers in code reviews.
  8. Manage bi-annual ServiceNow version upgrades.

How to qualify

  1. Education: An associate degree in computer science or closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]. AND
  2. Experience:  Three (3) years of experience in application or software development or programming.

SUBSTITUTION

Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desired Qualifications

  • Five (5) years of experience in IT Service Management.
  • Three (3) years direct ServiceNow experience.
  • Certified ServiceNow System Administrator and/or certified ServiceNow Application Developer.
  • Strong understanding of ServiceNow applications, modules, and best practices.
  • Experience delivering large-scale ServiceNow engagements or complex IT engagements.
  • Strong technical project management skills.
  • Experience working in an agile environment.
  • Fundamental understanding of the key technologies relevant to the ServiceNow integration solutions including: SSO, SAML, SSL, Web Services, LDAP, JDBC, ODBC, REST, SCP, FTPS.
  • Strong scripting skills in the ServiceNow platform using JS: Business Rules, Client Scripts, UI Actions, UI Pages, Angular JS, Jelly, etc.

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months and may be extended with the approval of the Human Resources Director.
