APPOINTMENT TYPE: Permanent Exempt (PEX): This position is excluded by the Charter from the competitive Civil Service examination process, considered at will and shall serve at the discretion of the Appointing Officer. The duration of the appointment shall not exceed 36 months.

Role description

We are looking for individuals who:

  • Are highly organized and detailed-oriented to successfully navigate complexity and manage competing priorities.
  • Assist candidates and managers in understanding and navigating though recruitment and selection rules, regulations, and processes.
  • Think strategically and critically through their work and provide recommendations based on research and expertise.
  • Are comfortable using professional judgment to provide talent acquisition consultation to managers.
  • Are self-motivated, able to work independently and collaboratively, and open to feedback.

Project: HIRING STRATEGY AND DEIB OUTREACH PROJECT

Under general direction, the Recruiter coordinates, directs and conducts the recruitment activities for the SFPUC which may include employer branding, networking, marketing campaigns, and partnerships development. This position will be responsible for implementing Human Resources Services division’s strategic plan for outreach and Diversity, Equity, Inclusion and Belonging (DEIB) recruitment efforts.

The essential duties and responsibilities include but are not limited to:

  • Identifies, assesses and engages a diverse pool of potential qualified candidates through proactive networking, internal/external partnerships, print, on-line and in-person recruitment techniques.
  • Develops and reviews recruitment plans and job announcements, makes presentations, screens and interviews applicants and makes hiring recommendations.
  • Develops and manages employer branding and marketing campaigns; utilizes multiple communication strategies to promote the SFPUC as an employer of choice.
  • Attends various recruiting and outreach events including tradeshows, career/job fairs, community events, hiring workshops; holds career information sessions to attract diverse candidates from a variety of sources.
  • Creates recruitment materials for outreach such as fliers, FAQs, slide shows, surveys; develops resources to assist job seekers in navigating the hiring process.
  • Develops guide to use social media platforms as a tool and resource for talent acquisition. 
  • Works closely with hiring managers to understand the hiring needs, collaborate on recruitment and hiring initiatives and inform the hiring managers on the progress of initiatives.
  • Researches and evaluates approaches and strategies to recruitment; determines best outreach methodologies; develops, maintains, and analyzes statistics on recruitment activities; summarizes research and statistical findings in written reports.
  • Performs other related duties as assigned.

Nature of Work: This position will occasionally be required to work outside of normal office hours and on weekends to attend job fairs and other outreach events.

How to qualify

Education: Possession of a baccalaureate degree from an accredited college or university; AND

Experience: Two (2) years of verifiable professional-level experience in recruitment.

Substitution: Additional qualifying work experience as a professional personnel analyst may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).

Note: One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.)

  • Experience working within a merit system; civil service system or government agency.
  • Experience developing marketing materials and content for diversity outreach.
  • Well versed in using social media platforms to promote jobs and engage prospective candidates. 
  • Creative and effective communicator with varied audience.

Selection Procedure:
