Public Works currently has a vacancy for the position of Budget Manager (Manager IV 0932) within our Financial Management and Administration Division.

The Financial Management and Administration Division
The Financial Management and Administration Division serves as the backbone of the department with an administrative portfolio that provides budget, capital planning, analytics, performance management, contract administration, and information technology support services.

Appointment Type: Temporary-Exempt (TEX), Category 18. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

Role description

The Budget Manager, reporting to the Finance Manager, is an engaged, proactive role. You will work closely with Public Works’ leadership and key partners which includes the Mayor’s Office, the Board of Supervisors, partner government agencies, and external stakeholders on the Public Works’ budget. You will serve as the front-line manager leading the department’s annual operating and capital budget planning, development, implementation, and monitoring. This management includes an annual operating budget of $455 million and an active capital portfolio that exceeds $3 billion. Excelling in this role requires a deep understanding of government operations, governmental budgeting, indirect cost plan principals, and restrictive funding sources.

Important and Essential Duties:
As a Budget Manager, your duties may include but are not limited to the following:

  • Serve as the lead manager for the operating budget and capital budget planning, development, implementation, and monitoring processes.
  • Planning, organizing, and supervising analysts in the implementation of the annual budget development process including the preparation and submission of all narratives, schedules, reports, and reconciliations.
  • Ensuring adherence to fiscal policies, City rules and regulations, and State and Federal funding budgeting and requirements.
  • Manage the development of complex revenue modeling and analysis to provide revenue forecasting, trend analysis, and predictive analysis to include recommendations for Senior Management.
  • Develop and negotiate budget proposals within Public Works, the Mayor's Office, the Board of Supervisors, and other agencies.
  • Implement and monitor budget proposals, facilitate corrections or adjustments, and ensure that budget changes are accurate and in full compliance with rules and regulations.
  • Lead budget and analytical support for the Department's Capital and Operations Divisions to engage Directors, Bureau managers, and project managers in understanding budget variances and developing corrective measures.
  • Advise Division and Bureau managers in the areas of budget development, monitoring, reporting, and interpreting budget documents.
  • Perform difficult financial analysis, including revenue and expense projections, and determining the cost of various initiatives and proposals.
  • Overseeing the development and reporting on complex operating budget and capital project expenditures, including requests from City client departments, Capital Planning, the Mayor’s Office, and other stakeholders.

How to qualify

Minimum Qualifications:

Education:
Possession of a Baccalaureate Degree from an accredited college or university, preferably with major college coursework in public policy, public administration, accounting, finance, statistics, sociology, economics, urban affairs/studies, business administration, or a related field;

AND

Experience:
Five (5) years of verifiable budget management experience, including budget planning, analysis, and control. This experience must include three (3) years supervising direct report staff and projects.

Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Desirable Qualifications: 
The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Advanced proficiency with Public Sector financial systems, PeopleSoft Financials, Reports and Analytics, Peoplesoft Human Resources Information System (HRIS), and Procurement processes.
  • Experience in developing and implementing an indirect cost plan and developing overhead rates.
  • Experience with funding approvals for capital projects.
  • Experience with grant-funded capital projects.
  • Experience managing staff individually and leading teams through the public sector budgeting process.
  • Experience with monitoring capital projects with multiple funding sources.

The selection process will include an evaluation of applications in relation to minimum requirements. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will move forward in the recruitment process.

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
