Public Works is currently recruiting for the role of Operations Bureau Superintendent (0941 Manager VI) to serve in our Operations Division.
Operations Division
The Operations Division delivers essential services around the clock with street cleaning, street and sewer repair and maintenance, and repair services for civic buildings and structures. Operations staff also provides graffiti removal, sidewalk maintenance, community partnerships to advance cleaning and greening initiatives, code enforcement, workforce development and apprenticeship programs, urban forestry care and tree planting, and landscape services.
Role description
Under the general direction of the Deputy Director of Operations (DDO), as the Operations Bureau Superintendent, you will be responsible for directing all activities in the Central Operations Division of the Department of Public Works. While interacting with the public, you will manage the Community Engagement programs and workforce programs. You will develop relationships with stakeholders and respond to inquiries from the Board of Supervisors, the Mayor's office, and other constituents. You will be accountable for and entrusted to work cooperatively with senior officials throughout the city; including elected officials, department heads, and other executive-level staff. You will provide reports at various meetings, and work with Community-Based organizations (CBOs), Non-Profit Organizations, Public Works staff, San Francisco city agencies, and other external stakeholders.
Important and Essential Duties:
As an Operations Bureau Superintendent, your duties include but are not limited to the following:
- Manage the Community Outreach and Enforcement Program which interacts with businesses, residents and stakeholders related to garbage service and the cleanliness of commercial corridors.
- Manage the Pit Stop Program along with all the logistics of the program including overseeing Non-Profit organizations that employ people to staff the 24/7 restrooms.
- Manage the Workforce Development Division which develops workforce both for the city and for Non-Profits. This division also manages 6 different apprenticeships and apprentices employed by the city. Work with Non-Profits to approve invoices, inspect worksites and employees and provide career opportunities and coaching of all employees in multiple programs.
- Interact with superintendents and attend weekly bureau meetings.
- Collaborate on cross-bureau projects with other Superintendents. Document and follow up on topics discussed with the Deputy Director of Operations (DDO).
- May attend meetings on behalf of the DDO and may act as DDO during their absence.
- Meet with community, non-profit organizations, and other departmental staff; engage with the public, other city department managers, and district supervisors to resolve issues.
- Conduct field reviews and monitor progress of various programs under their purview.
- Ensure and enforce staff follow all safety, departmental, city, and EEO policies.
- Maintain proper documentation and records for programs.
- Respond to inquiries from BOS, Mayor's office, and constituents.
- Develop and establish outreach, engagement, and community relation initiatives to promote community service programs.
- Develop and maintain strong relationships and regular communication with Community Based Districts, award contracts with work force development and Community Engagement teams.
- Provide a structure for community engagement and workforce development teams that allows each division to meet desired outcomes per City and County standards.
- Provide direction, coach, develop, supervise and mentor employees; prioritize and assign tasks for staff. Prepare and conduct performance evaluations and ensure staff is trained. Make hiring, termination, and disciplinary recommendations.
How to qualify
MINIMUM QUALIFICATIONS:
Education:
Possession of a baccalaureate degree from an accredited college or university;
AND,
Experience:
Four (4) years of managerial experience overseeing the operations or activities of maintenance, repair, alteration, operations, and/or engineering of buildings or structures, of which all of the experience must include second-level supervisory experience;
AND,
Possession of a valid driver’s license (Candidates must maintain a valid California driver’s license throughout the duration of employment.)
Substitution: Additional qualifying experience may be substituted for up to four (4) years of the required education. One (1) year (2,000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Experience with community engagement.
- Experience in workforce development.
- Degree in Public Relations, Business, or a related field.
- Familiarity with San Francisco's geography, networking, community engagement and volunteer programs.

SELECTION PROCEDURE

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates must complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Management Test Battery:
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to: Problem-Solving; Leadership; Decision Making; Interpersonal skills; Human Resources Management; Team Building; Communication & Conflict Management. *Please note: this examination is only held in San Francisco. A passing score must be achieved on the Management Test Battery in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used.
