Our mission-driven and dynamic team is seeking to hire three (3) full-time results-driven, positive, and accountable professionals to join the Office of the CIO as Senior IS Business Analysts. 

The qualified pool resulting from this recruitment may be used to fill current and future 1053 positions with the Department of Public Health. 

Role description

Under general direction, the Senior IS Business Analyst oversees the more difficult and complex aspects of the systems development cycle, including needs analysis, cost-benefit analysis, structured systems analysis and design, feasibility analysis, technology and software assessment, telecommunications needs analysis, project planning and management, system installation, implementation and testing, conversion to production status, technical and procedural documentation, user training, and post-implementation assessment and administration; may be the primary MIS resource for an organization with a complex system. 

Duties Include

  • Manage or contribute to Special Projects for the Office of the CIO. 
  • Propose and implement process improvement ideas related to IT operations. 
  • Present user experience insights to diverse stakeholders in meetings and through reports. 
  • Create, track, update, and resolve IT tickets as needed. 
  • Analyze data and create data visualizations to highlight actionable insights to improve IT operations. 
  • Represent the Office of the CIO at meetings as needed. 
  • Act as a project manager/coordinator for the administrative and operational needs of the IT department. This includes support for office space logistics, facilities requests, technology procurement requests, IT training requests, and other requests related to the operational needs of the department.  
  • Coordinate with users, vendors and contractors to complete projects and service requests 
  • Use Microsoft’s suite of Office products (such as Outlook, Teams, OneNote, Planner, etc.) to organize tasks and communicate with co-workers 
  • Provide as-needed, best-practice training to customers or staff on productivity software/cellular devices. 
  • Maintain data sets owned by the Office of the CIO 
  • Work closely with other OCIO staff in SharePoint Online site design, content management and administration duties as required 
  • Utilize Microsoft Power Platform (Power BI, Power Apps, Power Automate) to help solve complex problems.  Utilize these tools to capture data, analyze data, and automate business processes 
  • Provide excellent customer service to our staff and maintain positive collaboration with team peers and everyone associated with the Office of the CIO and DPH. 

How to qualify

  • ① Experience
    • Three years of experience in the information systems field, including system analysis, business process design, development, and implementation of business application solutions or IT project management.
      • Including 12 Months of Healthcare Information Technology Experience*
    • One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment. 
  • ② Education
    • An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semesters or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
    • Education Substitution
      • Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years)
      • One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field

Desirable Qualifications: 

  • Experience with Data Analytics and tools such as Power BI and Tableau 
  • Experience working within a Healthcare environment 
  • Experience with O365 tools such as Planner, Lists, Visio, and Project 
  • Experience with collaboration and communications tools such as SharePoint Online, Microsoft Teams, and Cisco Webex
