Role description

Project: Water Enterprise Capital Improvement Programs Peninsula Regional Projects

This Project Manager I (PM-I) is responsible for managing and assisting the Regional Project Manager and other Project Managers in managing and implementing approximately $25M to 50M of projects funded by the Water Enterprise’s (WE) 10-year Capital Improvement Program (CIP).  The projects include planning, design, and construction of new and rehabilitation of Water Enterprise facilities, including water treatment facilities, water transmission facilities, water quality monitoring stations, chemical injection facilities, cathodic protection, security improvements, and other small projects. 

The tasks involved in the various projects are as follows:

• Project Management: Manage project scope, schedule, and budget.

• Needs Definition, Condition Assessment, Alternatives Identification, and Conceptual Engineering: Define the project needs, assess the conditions of all existing pertinent facilities, and identify feasible alternatives to address project needs.

a. Needs Definition: Confirm and document the purpose, objectives and needs of the project and confirm the needs would fulfill the endorsed Water Enterprise CIP goals and objectives.

b. Condition Assessment: Assess the condition of the existing facilities to determine if they meet project objectives.

c. Alternatives Evaluation: Evaluate various alternatives for meeting the project objectives based on designated evaluation criteria. Recommend the preferred alternative.

d. Prepare Conceptual Engineering Report: Prepare a report that specifies the 10% design level for the recommended alternative.

• Environmental Review: Determine the level of environmental review necessary for the project and assist the Environmental Staff in preparation of required approvals and permits. Work may include conducting required environmental studies and analyze and evaluate project alternatives.

• Right-Of-Way:  Determine if project construction falls within SFPUC’s right-of-way (ROW) or property.  If not, pursue land or easement acquisition as necessary to construction facilities.

• Engineering Design: Develop 100% construction documents (plans and specifications) for the project.

• Bid and Contracting Support: Provide support to PUC Contracts for bidding, the PUC award process, and contracting.

• Construction Management Support: Provide construction management support to facilitate project construction.

• Operational Start-Up and Close-Out:  Provide as-needed support to facilitate the operational start-up of any newly constructed facilities and assist in all aspects of project close-out (financial, contractual, turn-over of assets to O&M, etc.).

The Project Manager I will perform other related duties as assigned.

Work Location: Staff will be reporting to 525 Golden Gate in San Francisco.  Under the Citywide Telecommuting Policy and Program (TPP), Staff may be allowed to telecommute for a maximum of two (2) workdays each week.

How to qualify

These minimum qualifications establish the education, training, experience, special skills, and/or license(s) which are required for employment in the classification.   1. Bachelor's Degree in architecture, engineering or planning plus four years of responsible architectural, engineering or construction management experience, OR
  2. A Bachelor's Degree in another field plus six years of responsible experience in a field directly related to the project, OR
  3. Eight years of architectural, engineering, or construction management experience in a field directly related to the project, OR
  4. California registration as professional engineer or architect.
