The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

Role description
Under general supervision, the Marina Associate Manager assists the South Beach Harbormaster and is responsible for the following duties:
- Supervises, trains, evaluates, and directs Marina employees on a shift who perform minor and routine maintenance, repair and upkeep of structures and facilities (both floating and ashore), and security systems of the Marina Yacht harbor; inspects work to ensure work is performed properly, and notifies Harbormaster of major repair problems; may perform maintenance work as required.
- Inspects maintenance and repair work on marina structures, facilities and equipment to ensure that the work is performed properly and notifies Harbormaster of major repair problems.
- Maintains operations and maintenance guides and security manuals and enforces ad interprets all laws, regulations, departmental rules, policies and procedures to boaters, the public and staff governing the use of the Marina and related facilities.
- Maintains various logs and records including fee collection, incident reports, berth waiting list, search and rescue reports, maintenance logs, weather logs, timesheets, and performance evaluations; prepares purchase orders and monitors inventory of supplies and equipment.
- Assists the Harbormaster with various administrative matters such as budget preparation; planning for the operation, use, maintenance, safety and security of the Marina and related facilities and equipment; assigning permanent and temporary berth spaces and checking small craft documentation and registration procedures; monitoring rental agreements for compliance and collecting necessary fees and charges.
- Carries out fire prevention, safety, security and protection programs for Marina facilities and boats berthed at the Marina; assists and may direct emergency response and search and rescue operations, lifesaving and first aid operations on the waters adjacent to the Marina.
- Establishes and maintains effective working relationships with the public, boaters, and other groups and organizations; answers inquiries, responds to complaints and provides general information regarding safe boating practices, tides, currents and weather conditions, State and Federal boating laws and regulations, and Marina rules, regulations and ordinances governing the operation of the Marina.
- Coordinates berthing assignments for both permanent and temporary berth spaces and checks boat documentation and registration.
- Monitors rental agreements for compliance.
- Interprets all laws, regulations, departmental rules, policies, tariffs and procedures to boaters, fishing industry members, the public and staff governing the use of the Marina and related facilities; reports violators to appropriate authority.
- Interacts and maintains effective working relationships with the public, boaters, tenants, members of the fishing industry and other organizations interested in the waterfront facilities.
- Answers questions, responds to complaints, and provides information regarding safe boating practices, tides, currents and weather conditions, State and Federal boating laws and regulations, tariffs and rules, regulations and ordinances governing the operation of the marina.
- Drive vehicles in response to emergencies; to conduct business between offices; and carry equipment from one site to another.
- Operate a small craft for towing purposes and in response to emergency situations.
- May act as Harbormaster in their absence.
- May be required to make presentations of reports to commission or at public meetings.
How to qualify
Experience
Two (2) years of experience in the administration and maintenance of a marina, yacht harbor, or equivalent; AND
License and Certification
- Possession of a valid California driver’s license (to be presented at time of appointment). Employees must be insurable under the Port’s automobile liability insurance. Insurability must be maintained throughout employment; AND
- Possession of a valid Standard First Aid Certificate (SFA) or equivalent; AND
- Possession of valid Basic Water or Lifeguard Certificate (must be obtained within four (4) months from date of hire).
Note: The following licenses or certificates are required within six (6) months of employment:
- Possession of CPR (cardiopulmonary resuscitation) Certificate; AND
- Possession of AED (automated external defibrillator) Certificate; AND
- Possession of Federal Communications Commission restricted radio operator.
Transportation Worker Identification Credential (TWIC) Card
This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS). An application for a TWIC card may be submitted after employment has commenced. Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.
The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be the basis for termination from employment with the Port Commission.
Note: TWIC requirements and procedures are located in the U.S. Code of Federal Regulations, 49 U.S.C. 114, 40113, and 49 U.S.C. 5103a.

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Trades Supervisory Written Examination (Weight: 40%): Qualified candidates will be invited to participate in a written multiple-choice examination that includes test items that relate to various supervisory practices and procedures (e.g., directing subordinates, delegating tasks to subordinates, providing customer service, demonstrating appropriate supervisory/leadership behavior, addressing and/or evaluating subordinate issues, behavior and performance, etc.) as well as reading comprehension items.
Please note: this examination is only held in San Francisco. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.
The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.
Supplemental Questionnaire Evaluation: (Weight: 60%): Candidates are required to complete this Supplemental Questionnaire by the closing of this filing period, by August 17, 2023 11:59 PST as part of the application process. The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas which have been identified as critical for positions in class 3233 Marina Associate Manager, Port of San Francisco.
