Power Enterprise

The Power Enterprise, within the SFPUC, has two separate power programs, Hetch Hetchy Power, San Francisco’s Publicly Owned Utility serving 150 MW of retail load, and CleanPowerSF, San Francisco’s Community Choice Aggregation program, serving 550 MW of retail load. Power Enterprise serves this load with a combination of owned and purchased resources. SFPUC owns and operates the Hetch Hetchy Water and Power Project, which includes hydro-electric power generation in Moccasin, California; solar arrays throughout San Francisco; and biogas cogeneration facilities, which together produce cost-effective energy with a zero greenhouse gas (GHG-free) emission profile. Both of these power programs’ supply portfolios exceed State minimum renewable content. Power Enterprise provides its retail customers with distributed energy resource programs. In addition to these retail electricity service offerings, Power Enterprise is responsible for San Francisco streets and pedestrian lighting.

Role description

Under general direction, the 0923 Manager II, Organizational Development Manager works with Power managers to design and implement annual Enterprise-wide planning process; manages diversity, equity, inclusion and belonging (DEIB) initiatives; implements organizational structure and growth strategies; coordinates and integrates recruitment, technical training, employee development, and safety programs; and serves as the Enterprise liaison on administration and human resource issues.

Essential functions of this position include:

  • Implements an annual planning process which aligns plans with budget and appropriately prioritizes the achievement of strategic objectives and identified performance outcomes/levels of service,
  • Provides reporting on performance metrics,
  • Serves as the department lead for coordinating and implementing citywide and departmental DEIB initiatives,
  • Works with SFPUC Health and Safety and the Power Safety Analyst to maintain a comprehensive occupational safety program for Power employees,
  • Provides support and when applicable, input to Human Resources Services (HRS) to design and implement policies and practices to attract, support, retain, and protect a diverse workforce,
  • Designs and implements an “employee experience” program that features a one-year onboarding process for new employees that ensures appropriate training, performance measures, and employee accountability,
  • Works with HRS in the implementation, and promotion of rewards, recognition, and retention programs,
  • Develops and implements succession planning initiatives,
  • Maintains and shares lists of appropriate professional development resources and assigns employees to training as deemed necessary by the department,
  • Coordinates regular updates to key personnel documents such as the organizational chart and the quarterly hiring plan,
  • Provides recommendations to senior managers on appropriate classifications and distribution of organizational functions, in consultation with HRS,
  • Supervises an 1840 Jr. Management Assistant, a 6130 Safety Analyst, and 9922 Aides to Professionals
  • Performs other related duties as assigned.

How to qualify

Minimum Qualifications: Minimum qualifications reflect the lowest level of acceptable education and/or experience required of an individual such that the individual reasonably could be expected to satisfactorily perform the duties of the position.  Candidates must meet all the requirements established by the MQs to be considered for the position. 

  • Education: Possession of a baccalaureate degree from an accredited college or university; AND
  • Experience: Three (3) years of verifiable professional experience in the areas of planning and implementing human resources, administration and/or organizational development programs in a large public/private organization. 

Substitution: Additional experience as described above may be substituted for the required education on a year to year basis, for up to two years. One year (2000 hours) of additional qualifying work experience will be considered equivalent to 30 semester units/ 45 quarter units.

Credit for experience obtained outside of the employee's class will be allowed only if recorded in accordance with the provisions of Civil Service Commission Rules. CCSF employees will not receive credit for experience obtained outside of their classification unless recorded in accordance with the provisions of the Civil Service Rule 110.9.1/111A.11.2.

Experience claimed in self-employment will only be accepted if supported by documents verifying income, earnings, business license and experience comparable to minimum qualifications above. Copies of income tax papers or other documents listing occupation and total earnings must be submitted.

Verification of required valid licensure/certification typically must be a photocopy of the license/certificate including the name of the issuing agency as well as the name of the license/certificate holder, license/certificate number, and expiration date.

Falsifying one's education, training, or work experience or attempted deception on the application may result in disqualification for this and future job opportunities with the City and County of San Francisco.

What else should I know?

Selection Procedures:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following: 

Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight:  Qualifying) Candidates will be required to complete a MQSQ as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Exam (Weight:100%): 

Applicants who meet the minimum qualifications will be sent a Supplemental Questionnaire via electronic mail after the closing of this filing period. The Supplemental Questionnaire is designed to measure the knowledge, skills and/or abilities in job-related areas required for the position and include, but are not limited to: administrative and management principles and practices; development and implementation of change management; strategic planning, ability to plan, coordinate and direct work of subordinates and consultants/ contractors; ability to analyze and report upon operating conditions and problems; and ability to deal tactfully and effectively with personnel at all levels and the general public.

Applicants will be given a deadline to return the Supplemental Questionnaire. Those who do not respond by the established deadline will not be eligible to continue in the examination process and will not be added to eligibility list resulting from this process. All applicants’ responses to the Supplemental Questionnaire are subject to verification.

A passing score on the Supplemental Questionnaire must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months and may be extended with the approval of the Human Resources Director.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List.  The hiring department may administer additional position-specific selection procedures prior to making final hiring decisions.
