Public Works is currently recruiting for the role of Assistant to Deputy Director (0931 Manager III) to serve in our Operations Division. 

Operations Division
The Operations Division delivers essential services around the clock with street cleaning, street and sewer repair and maintenance, and repair services for civic buildings and structures.  Operations staff also provides graffiti removal, sidewalk maintenance, community partnerships to advance cleaning and greening initiatives, code enforcement, workforce development and apprenticeship programs, urban forestry care and tree planting, and landscape services.

Role description

Under the general administrative direction of the Deputy Director for Operations, the Assistant to Deputy Director (0931), provides supervision, direction, assistance, and advice to other Public Works Administration and Operations Office staff, this includes managing our twenty-four (24) hour, seven (7) days a week Radio Room staff, Fleet Management and the Storeroom.  You will represent the Deputy Director for Operations in related matters at Public Works and other San Francisco city agencies and regulators’ meetings. You are responsible for coordinating or assisting in coordinating the work and/or planning functions with other offices, programs, or sections to meet established goals and objectives.

Important and Essential Duties:
As the Assistant to Deputy Director, your duties may include but are not limited to the following:

  • Act as a liaison and promote good working relationships with other offices, programs, sections, and departments.
  • Address issues relevant to the assigned office, program, or section with departmental personnel, representatives of other departments and outside agencies, and members of the public.
  • Manage Fleet Management for Public Works which has over 1200 vehicles in the fleet to include purchasing, scheduling, disposal, servicing, and repairing of vehicles. Perform safety inspections and equipment reviews.
  • Arrange meetings and assist in developing meeting agendas to ensure important points and priorities are covered.
  • Participate in department meetings which may include making presentations.
  • May represent Public Works at external meetings and hearings.
  • Analyze data to develop or change operational policies or procedures.
  • Interact with managers from other bureaus and city agencies at meetings and in response to inquiries, requests, and other work projects.
  • Manage personnel matters by preparing and reviewing hiring documents and advising on labor relation matters. 
  • Organize, coordinate, and establish goals and priorities for the development of staff throughout the division.
  • Assist in budgeting and monitoring expenses.
  • Demonstrate ability to perform multiple tasks effectively in a fast-paced, challenging, and constantly changing environment.

How to qualify

Minimum Qualifications:

Education:
Possession of a baccalaureate degree from an accredited college or university;

AND,

Experience:
Five (5) years of experience performing professional-level analytical work and administration, directly reporting to a superintendent, director, or department head, of which three (3) years must include supervisory experience;

AND,

Possession of a valid California driver’s license.

Substitution:
Additional qualifying experience may be substituted for up to 4 years of the required education. One year (2,000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Possession of a bachelor's degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting, communications, or other closely related field.
  • Experience in communications and public administration.
  • Excellent interpersonal skills. 
  • Excellent organizational, verbal, and written skills.
  • Advanced proficiency with computer applications.

SELECTION PROCEDURE

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ):

Candidates must complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Management Test Battery:
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to:  Problem-Solving; Leadership; Decision Making; Interpersonal skills; Human Resources Management; Team Building; Communication & Conflict Management. *Please note: this examination is only held in San Francisco.  A passing score must be achieved on the Management Test Battery in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used.

*Please note that should you re-test, your retest score would become your official score since it is the most recent.
