Section Description: The Permits & Administration section oversees the administration and issuance of permits for taxis, commuter shuttles and other regulated mobility modes; oversees the collection and analysis of electronic trip data to ensure permit compliance; and plans new regulated mobility programs.

Position Description:

Under the general supervision of the Director of Taxis, Access & Mobility Services, the Mobility Services Permit Manager oversees the permitting functions of the Division, including approximately 1,500 taxi medallions, 4,000 taxi driver permits, twenty-four (24) Taxi Company Permits, eight (8) Dispatch Permits, over 1,500 commuter shuttle permits, Private Transit Vehicle (PTV) Permits, and additional regulated mobility services under MTA’s jurisdiction that may be added to the transportation sector. 

The ideal candidate will possess a strong knowledge of state and local laws, rules and regulations that govern the motor vehicle for hire industry and have the ability to adapt to the evolving policies and procedures to ensure efficient regulation of a highly dynamic and complex transportation sector.

Examples of Important and Essential Duties:

 

  1. Plans, assigns, supervises, reviews, and evaluates the work of staff who are engaged in data analysis, administrative analysis, and permit issuances.
  2. Manages the Taxi Medallion Sales Program, which oversees medallions valued over $161M in total. This includes communicating and coordinating with taxi industry members, approved lenders for managing taxi medallion sales, transfers and other transactions, and facilitating the execution of financial documents.
  3. Monitors compliance with permit terms of taxi medallions with individual requirements, including annual reviews prior to renewal of medallions.
  4. Oversees the administrative functions associated with permit issuance, data collection, planning and legislative review, network planning/data management analysis for regulated mobility permit programs.
  5. Reviews and issues regulated mobility permits and supervises the review, monitoring and analysis of electronic trip data for all permittees.
  6. Communicates with and conducts outreach to taxi industry stakeholders and regulated mobility stakeholders on a daily basis, leads regulated mobility permit harmonization efforts, and oversees legislative changes.
  7. Performs management functions as they relate to office operations, budget, contract, and/or grant administration.
  8. Evaluates and develops policy recommendations, procedures and work practices, including evaluation of existing and proposed laws and/or legislation.
  9. Oversees coordination of regulated mobility planning functions, taxi stand placement, special events planning, commuter shuttle stop placement, including acting as liaison to other departments and participating in meetings and/or making presentations before groups.
  10. Performs a variety of research and reporting functions, including preparing management reports and supporting documentation, and responding to public and industry requests.
  11. Acts as subject matter expert on regulated mobility permitting and management.
  12. Performs Director functions when required by Director’s absence.
  13. Reports to Director on the administration and operations of the Permits section.
  14. Performs other related duties as required.

How to qualify

  1. Possession of a baccalaureate degree from an accredited college or university; AND
  2. Five (5) years of management and/or administrative duties interpreting laws and regulations, and exercising independent judgement in the application of defined principles, practices, and regulations in functional areas such as: program/ office/ operations management, budget development and/or administration, development and administration of contractual agreements and/or grants, or other closely related functional area; AND
  3. Three (3) years of above experience must include supervising staff who interpret laws and regulations and exercise independent judgement in the application of defined principles, practices, and regulations.

Substitution:

Additional qualifying experience may be substituted for the required education on a year‐for‐year basis. One year (2000 hours) will be considered equivalent to thirty (30) semester units/forty‐five (45) quarter units.

Notes:

1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.
