Policy and Public Affairs Unit:

The San Francisco Police Department's Policy and Public Affairs (PPA) Unit is part of the Office of the Chief of Police, Chief of Staff team and is responsible for strengthening the Department's position in policy, city department and community partnerships. PPA further ensures the Department's messaging is consistent across all venues and public partnerships, that include city agencies, community-based organizations, and private entities.

Role description

Under oversight of the Director of Policy and Public Affairs, the Legislative Liaison performs complex policy analysis related to local, state and federal policies for the San Francisco Police Department. The Legislative Liaison will be a part of the Policy and Public Affairs Unit and will partner with other department bureaus to facilitate working group discussions for the Department's policy development process.

Example of Important and Essential Duties:

  • Perform complex policy analysis and develop presentations to support the translation of department policy goals and objectives.
  • Maintain regular communication and tracking for ordinances introduced by the San Francisco Board of Supervisors.
  • Maintain regular communication and tracking for legislative items introduced by the California State Assembly, California State Senate, and U.S. Federal Government.
  • Consults with departmental leadership, various bureaus, non-profit organizations, the private sector, other government entities, key stakeholders, and others regarding immediate and long-range policy priorities.
  • Attend all pertinent meetings related to legislative items, including the Board of Supervisor regular and committee meetings.
  • Reports and tracks all major items related to the Board of Supervisors, State, and National meetings.
  • Provide regular updates to the Director of Policy and Public Affairs, Command Staff, and Chief of Police.

  • Facilitates Command Staff in the preparation of presentations to various legislative bodies.
  • Conducts outreach and ongoing communication to key community and city stakeholders to build awareness and understanding of SFPD's mission and ongoing policy work.
  • Develop and track internal performance metrics and report departmental performance to governing bodies as assigned.
  • Perform related duties as assigned. 

How to qualify

1. Possession of a baccalaureate degree from an accredited college or university

And

2. Five (5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Desirable Qualifications:

  • Demonstrated data management skill in utilizing software for developing reports, analyzing data and documentation.
  • Exceptional interpersonal, oral, and written communication skills.
  • Ability to work with cross-functional teams.

Candidates may be required to undergo  drug/alcohol screening, and must clear Department of Justice and Federal Bureau of Investigation fingerprinting. Criminal records will be carefully reviewed; candidates who do not report their complete criminal records on their applications will be disqualified. Applicants will be fingerprinted.
