Role description

The Department is seeking applications for a Poll Worker Assistant Manager position.

During each election cycle, this Assistant Manager will be responsible for 1) assisting with managing poll worker recruitment and assignment, 2) assisting with ensuring compliance with federal, state, and local laws as they relate to assignment of bilingual poll workers and provision of translated materials on Election Day, 3) assisting with preparing poll worker training programs compliant with California Secretary of State’s guidelines and Department’s procedures, and 4) participating in post-election ballot processing activities.  

Year-round, this Assistant Manager will be assisting with developing and executing programs focused on poll worker retention and recruitment, and evaluating and improving poll worker training programs and polling place materials and signage. This Assistant Manager could also expect to be involved in the drafting of procedures for various election-related processes and otherwise collaborate with colleagues on various projects.

More specifically, the Poll Worker Assistant Manager will be responsible for:

Poll Worker Recruitment and Assignment. Assists with developing and executing effective strategies for recruiting over 2,500 poll workers for each election, including development of advertising materials, timelines, and messaging. Assists with creating and monitoring quality control mechanisms to ensure accurate up-to-date poll worker records. Assists with maintaining the Poll Worker Portal that serves as an online communication hub.  Assists with activities associated with the Department’s High School Student Poll Worker Program, including maintaining and expanding the program’s contacts, developing presentation schedules for each election, and distributing and processing applications. Assists in the processing of poll worker correspondence in the Election Information Management System. Directs poll worker polling place assignment to ensure adequate staffing levels are met at each site. After each election, oversees poll worker payroll and check disbursement.

Bilingual Poll Worker Assignment Plan. Assists with ensuring polling places’ staffing compositions satisfy established language requirements under all applicable law. For each election, assists with preparing and executing the Bilingual Poll Worker Assignment Plan that addresses the following: a) bilingual poll worker assignment goals for the election; b) sources of information and data used for determining assignment of bilingual poll workers; c) bilingual poll worker recruitment strategies; d) bilingual poll worker training; e) methods for ensuring adequate bilingual assistance on Election Day. Upon completion of an election, evaluates the effectiveness of the Bilingual Poll Worker Assignment Plan by using data and feedback collected and prepares reports recommending any improvements based on any lessons learned.

Poll Worker and Field Support Training Programs. Assists with the development and delivery of training programs to prepare poll workers for their duties. Formulates teaching outline and develops curricula based on the Secretary of State’s Poll Worker Training Standards that are guided by various election laws and best practices as well as the Department’s polling place procedures. Assists with the determination and development of teaching aids, including PowerPoint presentations, hands-on practices, multimedia visual aids, computer tutorials, training manuals, and guides that outline Election Day procedures at the polls. Oversees delivery of training to over 2,500 poll workers. Through data and feedback collection and analysis, evaluates the effectiveness of training programs and materials and makes any improvements aimed at better supporting poll worker learning in future elections. Assists in preparing training programs for Parking Control Officers and Deputy Sheriffs who retrieve ballots and memory data from the polls on Election Night.

Election Day Polling Place Procedures, Supplies, and Signage. Assists with developing Election Day polling place procedures (i.e., correct setup and operation of voting equipment, processing voters, documenting and transferring custody of ballots and other election materials after the polls close) to ensure efficient and compliant administration of in-person voting. Supports the Poll Worker Manager in determining the quantities of supplies and materials to be allocated to each polling place in order to carry out Election Day operations. Assists with developing and designing polling place signage in compliance with all applicable law.  Assists in organizing distribution of ballots and election materials to lead poll workers before Election Day. 

Election Day Call Center. Assists in organizing Election Day Call Center that liaises with poll workers and field support personnel via a telephone and computer network. Develops communication and response protocols to be followed by personnel working in the Call Center and trains personnel. On Election Day, supervises one or more phone banks located in the Call Center.

Post-Election Canvass. Assists in organizing and supervising the Official Canvass, which is an internal audit of the election to ensure the validity of the results. Serves as one of Canvass leads, with responsibility for various processes, such as inspecting materials returned by poll workers, reconciling the number of signatures on the Roster of Voters with the number of ballots recorded, and the manual tally of ballots cast in 1% of the City’s precincts.

Language Accessibility Advisory Committee and Voting Accessibility Advisory Committee.  Assists in organizing, creating agendas, and facilitating meetings with the Department’s advisory committees.

Position Salary:

$37.9125 to $46.1 hourly

$78,858 to $95,888 annually

How to qualify

Minimum Qualifications

Possession of a Baccalaureate Degree from an accredited college or university with major coursework in public or business administration, accounting, finance, economics, social sciences, education or related fields, or other subject areas closely related to a specific departmental program or function.

Substitution: Applicants may substitute up to 2 years of required education with additional qualifying experience in program/office/operations management, budget development and/or administration, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Desired Qualifications

The ideal candidate should have demonstrated ability to: 1) Plan, organize, and direct complex operations involving a large number of personnel; 2) Multitask and manage heavy peak workloads and statutory deadlines; 3) Interpret and apply provisions of governing laws and regulations.

The ideal candidate should also have strong writing and copy-editing skills and knowledge of the Election Information Management System (EIMS).
