About the Financial Services Bureau

Financial Services consists of the following divisions co-led by two Deputy Chief Financial Officers (DCFOs): Accounting Services, Financial Reporting and Analysis, Budget, Capital Finance, and Fleet Management. These critical high-performing divisions support SFPUC's three enterprises (Water, Wastewater, and Hetch Hetchy Water & Power & CleanPowerSF) and bureaus (Business Services, Infrastructure, External Affairs, and Office of the General Manager). 

Role description

Reporting to the Chief Financial Officer (CFO) and Assistant General Manager (AGM) of Business Services, the DCFO leads and supports key agency planning efforts including the development and implementation of the SFPUC’s $1.8 billion operating budget (2024), the $1.4 billion capital budget (2024), the multi-billion 10-Year Capital Plan, 10-Year Financial Plan, Capital Finance Program, rate-setting and financial forecasting, and agency-wide fleet administration. These activities are accomplished while demonstrating excellence in financial stewardship and sustainability through accountability, responsibility to our customers and stakeholders, and transparency. 

The DCFO co-leads Financial Services through an aligned collaborative partnership with the other DCFO who directs Financial Services' Accounting Services and Financial Reporting & Analysis divisions. Both DCFOs are key members of the Business Services leadership team and SFPUC senior management and are often driven by objectives with time constraints and competing priorities in a high-pressure work environment. Their leadership is essential, as they will advise agency-wide management and staff on how best to meet SFPUC's organizational needs and changing business environment. 

The ideal candidate possesses exceptional and demonstrated leadership and experience in finance, budget, and/or accounting, including strong decision-making skills within a large and dynamic organization. The role requires technical proficiency, diplomacy, and a strong business acumen to be successful.

Essential Duties:

  1. Manage the Budget division for preparation and administration of the agency’s two-year operating and capital budgets, and development of the 10-Year Capital Plan.
  2. Manage Capital Finance division for administration of the agency’s multi-billion dollar debt portfolio, interim funding program, new capital project financing transactions.
  3. Strategic planning and decision-making to in support of new SFPUC program development, and alternative capital financing opportunities including low-cost loans, variable rate debt, grants, private placements, etc.
  4. Manage the Financial Planning division for administration of rates and charges; financial planning, forecast and modeling; and development of the 10-Year Financial Plan.
  5. Provide financial oversight and coordination of the SFPUC’s water sales contract with its wholesale water customers and the annual financial audit.
  6. Directs and manages Fleet Services division responsible for administering the agency’s vehicle pool.
  7. Develop, implement, and enforce SFPUC and CCSF financial policies, priorities, and internal controls. Promote accountability, integrity, and transparency in financial activities.
  8. Advise stakeholders and serve as a strategic and technical resource for operations and activities related to budgeting, capital finance, financial planning, and fleet – as they relate to SFPUC and CCSF operating policies.
  9. Lead staff through performance management and mentoring, cross-training, career-development and ensure workforce succession planning.
  10. Communicates regularly with CFO/AGM Business Services and senior/executive-level management regarding financial activities and emerging risks; represents SFPUC before stakeholders, the Commission, Controller’s Office, Mayor’s Office, Board of Supervisors, and other legislative boards/agencies.
  11. Performs other related duties as required.

How to qualify

  1. Possession of a bachelor's degree from an accredited college/university; AND
  2. Six (6) years of professional experience in the management of a large and/or complex financial organization, all of which must include supervisory experience. This work experience should include extensive experience in leading and directing large complex financial operations.

Education Substitution: May substitute up to two (2) years of education with additional years of qualifying experience as described above. 

Experience Substitution: May substitute one (1) year of experience requirement with a master's degree in business administration, public administration, public policy, finance, or a closely related field.

Desirable Qualifications:

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Master's degree in business administration, public administration, public policy, finance, or a closely related field
  • Certified Public Accountant (CPA) or equivalent
  • Certified Internal Auditor (CIA) Institute of Internal Auditors
  • Professional experience in the management of large and/or complex governmental agencies in financial management and capital projects
  • Experience leading or supporting large-size capital program for budgeting, financial planning, and capital financing
  • Experience leading a large, complex finance function for a municipal utility

Selection Procedures:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates may be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Exam (Weight: 100%): Candidates who meet minimum qualifications will be invited via a separate link to complete the Supplemental Questionnaire Examination. The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to:

  • Knowledge of financial operations related to budget, capital finance, and financial planning
  • Leadership skills - ability to set vision, motivation, performance management, and discipline
  • Professional judgement - data acquisition, analysis, problem solving, decision-making
  • Knowledge and experience in administering financial systems, business process and change management
  • Ability to develop, communicate and enforce policies and procedures to support internal control and governance
  • Project management skills - ability to manage projects, allocate resources to deliver scope timely, efficiently, and effectively
  • Ability to make decisions and garner buy-in while negotiating competing priorities and conflict between internal and external stakeholders
  • Verbal and written communication skills

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates.
