Public Works is currently recruiting for the role of Project Management Bureau Manager (0942 Manager VII) to serve in our Building Design and Construction Division.
The Building Design and Construction Division
The Building Design and Construction Division of San Francisco Public Works, led by the City Architect, provides architectural and landscape design services, comprehensive building planning, project and construction management, contract support and compliance monitoring, materials testing and hazardous materials investigation for the development of new – and the upgrading of existing – civic buildings, facilities and urban landscapes to create a more resilient city.
Role description
Serving as our Project Management Bureau Manager, you will provide valuable oversight of projects and project managers for the purposes of timely project delivery and quality. Your responsibilities will include maintaining client relationships and making sure that design and construction comply with the construction requirements, applicable codes, and CCSF standards while addressing operational requirements and user needs. In this role you will oversee several projects and Project Managers under the 2020 Earthquake Safety and Emergency Response (ESER) Bond Program ($628.5M), the SFMTA Building Progress Program ($1.2B), the Public Health and Safety (PHS) Bond program ($350M), and the 2020 Health & Recovery Bond program ($487.5M)
Important and Essential Duties:
As the Project Management Bureau Manager, your duties may include but are not limited to the following:
- Plan, monitor, evaluate, and supervise the operation of a division of a city department; coordinate the work of the various subdivisions; advise and consult with section managers; meets with appropriate staff to identify and resolve problems or conflicts; make or recommend final decisions regarding policy, operations, and administrative procedures.
- Develop, implement and maintain procedures, administrative monitoring practices and controls in order to obtain smooth and effective operation of a division; coordinate work activities of one section with other sections within the division to prevent delays in required actions or to improve programs or services; assist in the identification, development, and implementation of departmental goals, objectives, policies, and priorities; assist in the determination of resource allocation and levels of service according to established policies.
- Receive and analyze division and departmental reports; direct the preparation of monthly and annual reports; direct the gathering and analysis of information and reports necessary to document and evaluate processes.
- Monitor and coach direct reports and other employees to improve work performance.
- Prepare recommendations for appropriate levels of project controls for capital projects varying in size and complexity; develop financial tools to track budgets, expenditures and forecasts, integrate data currently collected in Microsoft Enterprise Project Management (EPM) and emerging Project Management / Construction Management applications to forecast project risks related to cost and schedule impact, as well as capture data that is retrievable in a consistent and informative reports.
- Provide recommendations and implementation of performance metrics reports for future project planning.

- Develop project work plans and staffing strategies to deliver world-class projects with a diverse team of design professionals and analytical staff.
How to qualify
Minimum Qualifications:
Education:
Possession of a baccalaureate degree from an accredited college or university;
Experience:
4 years of managerial experience of which all must include supervisory experience in architecture, building engineering, construction project management, construction management, or similar field.
Substitution:
1) Licensure as CA Registered Architect or Professional Engineer may substitute up to 2 years of education for Bachelor of Art degrees with additional years of experience.
Or
2) Possession of a Master’s, Doctorate, or J.D degree from an accredited college or university may substitute for one year of experience.
Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Possession of a Project Management Professional or Architectural certification.
- Previous accomplishments delivering major capital projects in a governmental/Public sector environment.
- Experience delivering at least two major capital projects with total project budgets of no less than $100 million.
- Experience leading or coordinating projects with multiple governmental funding sources.
- Experience delivering public safety (Fire, Police, Sheriff, etc.) capital projects.
- Experience leading or coordinating multi-phased construction projects.
- You are skilled at communicating effectively with internal staff and external representatives of business and public interest groups, organizations, and public officials.
- Substantial experience working collaboratively with project managers and accountants to develop and track budgets, raise financial risks with solutions to address those risks, and develop executive reporting of the budgets for financial and project management leadership.
- Able to research, recommend, and develop additional financial management, schedule, and risk tools to supplement existing resources.
- Adept at leading and managing staff at multiple levels, from executive and support, to implement change within a diverse organization.
