We proactively market San Francisco as a filming destination for the motion picture, television, advertising and other related industries, and work with the local film community to support local projects with significant ties to San Francisco.
Film SF acts as a liaison between San Francisco’s many neighborhood and merchant groups and the film industry. It also provides perspective for the Mayor and the Board of Supervisors regarding long-range promotion, development and planning for a significant film arts base in San Francisco. Film SF issues permits to productions shooting in San Francisco, working closely with other City Agencies such as SFPD, SFMTA, MUNI, the Port of San Francisco, and the Department of Public Works to coordinate and facilitate both the needs of the productions, the City and its residents.
The San Francisco Film Commission is made up of eleven Commissioners who are appointed and serve at the will of the Mayor. The Commission will work in partnership with the Film SF to develop the vision, strategic direction, goals and policies, to connect and partner with stakeholders that promote and strengthen the film community and infrastructure in San Francisco.
Role description
Appointment Type: Permanent Exempt (PEX) Appointment. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.
Job Responsibilities:
Film SF | Film Commission Administrative Analyst / Commission Secretary (Admin Analyst 1822) – is responsible for facilitating production activity in San Francisco and supporting the operation of Film SF’s programs and services in a high volume, fast paced environment.
Facilitating productions:
- Heavy coordination and administration of Film Use Agreements (i.e. production permits) which includes working closely with productions of various sizes and complexity in areas including locations, parking, payments, insurance requirements, safety and legal regulations, and more depending on the nature of the production. Work with various City departments including SFMTA, Port, SFPD, Public Works, Mayor’s Office, Attorney’s Office, Risk Management and coordinate with businesses, residents and associations to facilitate production activity.
- Ability to work on-call on weekends to address emergencies or resolve production issues, as needed.
- Establish and maintain effective working relationships with the general public, representatives of various organizations and groups, film and media industry, boards and commissions, and other city agencies to support the core functions of Film SF | Film Commission.
- Co-manage the main Film SF phone line and email account fielding a large volume of telephone calls, answering email inquiries, making referrals, and working with productions to navigate their needs.
- Assist team in improving procedures including but not limited to updating the Film SF Procedures Manual and other processes to ensure smooth and effective operation of the department and facilitate and execute assigned projects.
Commission Secretary:
- Serve as Film Commission Secretary, maintaining Commission files, and correspondence with Film Commissioners.
- Responsible for coordination of monthly Commission meetings, preparation of materials including agendas, meeting minutes, meeting slides, and all technical aspects.
- Drafts and distributes agenda and transcribes monthly Commission meetings to post on Film SF website.
- Facilitates yearly ethics paperwork for Commission.
- Serve as department liaison on the Racial Equity commissions sub-committee and assist departmental goals in implementing racial equity standards, policies, procedures.
Marketing and Community Engagement Support:
- Assist department’s marketing and community engagement efforts across all programs including posting on Film SF’s social media platforms, supporting outreach and co-sponsorship engagement with Bay Area film community (filmmakers, film/media organizations, and local film schools), and maintaining and updating the website.
- Support department’s hosted events including mixers and presentations in partnership with other staff.
Perform other duties and responsibilities, as assigned.
How to qualify
Minimum Qualifications
These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the classification.
Possession of a baccalaureate degree from an accredited college or university, and one (1) year full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in areas such as budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Substitution:
Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for the required one (1) year of experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
License and Certification: None

- Computer skills and proficiency in working with basic software programs like Microsoft Suite, spreadsheets, and presentation applications.
